Summary This position has full responsibility over all Network pay schedules, salary surveys, retention incentives and other pay incentives that require the Network Director approval. The work involves analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration and advising leadership on the use of compensation flexibilities to help recruit, manage, and retain employees. Responsibilities VA offers a comprehensive total rewards package: HR Specialist Total Rewards Duties include, but are not limited to: Incumbent serves as Team Lead with minimal supervision from the CCOE Chief. Responsible for the general oversight of Compensation Specialists (GS-0201-12). Advises on setting and adjusting pay for new and continuing employees, implementing and updating pay schedule adjustments pertaining to General Schedule, Federal Wage System, locality pay and/or other geographic pay, special salary rates, pay limitations, allowances, grade and pay retention, and recruitment and retention flexibilities. Conducts detailed planning to gather and interpret information and data for assessing complex pay administration problems, issues, and unusual circumstances, determines the most effective and efficient approach to meet customer requirements, and identifies ways to improve or enhance current compensation services to ensure that they meet management's business objectives. Applies analytical techniques that frequently require modification to accommodate a wide range of variables, and addresses substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues. Interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts as they arise. Interprets and applies laws, regulations, policies, and practices in providing expert guidance and advisory services on a full range of pay administration policies, principles, and practices under Title 5 and Title 38, United States Code, and other statutes and legal authorities. Interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts as they arise. Reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, adherence to requirements, and produces accurate, clear, and concise data to support justification. Uses sound judgment, initiative, and resourcefulness in deviating from established methods to research trends and patterns, develops new methods and criteria, and/or proposes new policies and practices to resolve compensation problems and issues that often involve conflicting or incomplete information. Distributes and balances workload among employees in accordance with staff work flow; ensures timely accomplishment of the assigned workload. NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. Preferred Experience: Prior compensation experience. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Qualifying specialized experience includes: Monitor, consult, and train leadership, management, and other staffing personnel on various compensation programs and flexibilities for Title 5, Title 38, and Hybrid Title 38 positions; Establish/revise locality pay schedules, Title 5 and Title 38 special rates schedules, and/or special salary rates schedules for Medical Center Director and Network Director approval; Applies a full range of pay, premium pay, and leave administration laws, regulations, principles, and practices; Utilizes various reports such as HR Smart, Pyramid, VSSC, etc. and 3rd party salary surveys. Resolves a variety of complex compensation challenges pertaining to pay setting, locality pay, special salary rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of-living allowances (COLA), FLSA. OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Develops, create, and analyze new as well as review and revise established nurse locality pay schedules and Title 5 and Title 38 special rates schedules; administration of Full Title 38 Physicians, Dentists, and Podiatrists market pay determinations; provides expert advisory service and/or authoritative policy interpretations on complex or controversial HR compensation issues; gives advice on region-wide impacts and implications of changes in HR program policies, rulings and decisions; Skill in use of HR automated applications and data systems; experience applying the full range of Federal and VA pay and premium pay laws, regulations, principles, and practices sufficient to serve as a consultant in providing advice and guidance to managers and employees. Education Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
