Assistant Secretary for Human Resources Management Lead Human Resources Specialist (Recruitment & Placement) in United States

Summary This position is in the Office of the Chief Human Capital Officer, Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This position is located at the HRSC and has the delegated authority from HRO to sign and release personnel actions. Responsibilities Duties include, but are not limited to: Serves as team leader over a group of Recruitment and Staffing Human Resources Specialists. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Ensures that the organization's mission and vision are communicated to the team and integrated into the team's goals, work plans, and work products. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and deadlines. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects. Coaches team members in the selection of problem-solving methods and techniques, provides advice on work methods and procedures and assists team members in identifying factors needed to resolve problems. Reports to the supervisor periodically on team's work accomplishments, training needs and work processes. Coordinates the preparation, presentation, and communication of work-related information to the supervisor. Maintains reference materials, project files and relevant back-ground documents and makes available policies, procedures, and written instructions from the supervisor. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency, and work products. Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Reports to the team on progress of team's projects and/or tasks, established milestones and ensure that all team members are aware of team goals and objectives. Incumbent organizes and facilitates the team's role in actions items resulting in mass actions or audits in preparation of or as a result Oversite and &Effectiveness review and conversions, HRIS bulletins, etc. Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants. Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified. Provides input to the immediate supervisor on final decisions. As authorized by OPM, he/she is responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificate of eligibles. Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development. Reviews work of this nature done by staff, as requested by the immediate supervisor. Prepares vacancy announcements based on Position Description (PD) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement. Reviews and consults, in conjunction with the hiring manager, on job analysis and/or rating and ranking panels when needed. Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: preparing vacancy announcements in an automated recruitment system; making qualification and eligibility determinations, issuing certificates of eligibles; processing a variety of requests for personnel action (RPAs); providing custom recruitment strategies and consultative services; conducting job analyses; researching laws, regulations, and policies to analyze, evaluate, and recommending appropriate resolutions to recruitment and placement issues. (TRANSCRIPTS REQUIRED). OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: developing, executing, evaluating, and providing oversight for a complex nationwide federal recruitment and placement program; providing advisory services to the entire organization on issues that impact recruitment and placement programs; experience with the application of HR Concepts, principles, laws, regulations, and practices, including OPM requirements, VHA specific polices, and labor organization agreements related to Title 5 positions; proficient in HR specialization areas, including recruitment strategies regulations, and precedents; experienced in utilizing HR database systems to query, retrieve, and analyze data for routine and special assignments; utilizing USA Staffing to post job announcements, issue certificates of eligibility, send employee & applicant notifications, and advise manages on con ducting job analysis.
