Federal Highway Administration Lead Human Resources Specialist in United States

Summary As the Lead Human Resources Specialist, you will primarily be responsible for providing leadership and managing the Federal Highway Administration’s employee relations program. In this area, you will serve as a principal advisor to the Director, Office of Human Resources, to key officials of FHWA, and to managers and supervisors. Responsibilities As a Lead Human Resources Specialist, you will: Serve as FHWA’s authoritative expert on all aspects of the employee relations program. Work in a confidential capacity and provide authoritative advice and guidance to senior level agency officials on a wide variety of sensitive and highly complex employee relations issues. Ensure that pertinent programs, policies, and procedures are consistent with the specialized need of the headquarters and field elements of FHWA, as well as with law, policy, and administrative objectives. Provide leadership, direction, and coaching to the Employee Relations Team. Develop options for accomplishing work and recommends solutions to the Deputy HR Director and HR Director. The ideal candidate will have strong communication skills, be politically savvy, will be energetic and enjoy working in a fast-paced environment, will need to adjust well to changing priorities, and be able to manage a heavy workload. A government contractor-issued travel card will be issued and must be retained for official business only. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. WRITING SAMPLE: A writing sample will be required for this position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, which includes: Experience in providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency or OA-wide HR; AND Experience working difficult and controversial Federal employee relations cases within an agency or equivalent level, including conduct and performance cases.
