National Oceanic and Atmospheric Administration Lead Management and Program Analyst in United States

Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Information Officer (OCIO), Service Delivery Division (SDD) with one vacancy located in Silver Spring, MD; Boulder, CO; or Seattle, WA. Responsibilities As a Lead Management and Program Analyst, you will perform the following duties: Evaluate administrative and programmatic issues and devise analytical approaches for conducting efficiency assessments. Conduct analytical and evaluative studies of administrative management systems, work simplification, resource utilization and decision-making methods. Perform administrative activities, such as travel arrangements, transportation subsidy, learning coordinator for training, telework, deemed export, and Contracting Officer Representative (COR). Coach, advise, and assist the team in the selection and application of appropriate problem-solving methods and techniques. Distribute, balance, monitor, and review work assignments among employees to ensure priorities, methods, deadlines, and quality have been met. Lead or arrange training for team members in methods and techniques of team building and working to accomplish tasks or projects. Oversee and manage multiple activities, coordinate the work of others, and integrate the work into a complete product. Develop schedules, milestones, processes, systems and controls to accomplish projects. Compiles data and prepare reports to advise financial and property management program leadership on policies, procedures and actions in accordance with established guidelines. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of financial management program operations. Develop, analyze, and evaluate new or modified financial management programs and management policies, regulations, goals, or objectives. Develop procedures and systems for assessing the effectiveness of financial and property management programs and management processes. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. Key Requirements: Applicants must be U.S. Citizens. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Performing administrative duties such as preparing travel arrangements, managing transportation subsidies, or acting as learning coordinator for training; Assisting in leading teams by developing schedules, assigning and balancing work, or identifying training needs; AND Analyzing and developing policies, regulations, or objectives for administrative or financial programs. Education Substitution of education for specialized experience is not applicable to this vacancy.
