Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities This position can be filled in ANY of the following VAOIG Office of Audits and Evaluations (OAE) locations: Aurora, CO; Austin, TX; Baltimore, MD; Bay Pines, FL; Dallas, TX; Decatur, GA; Hines, IL; Kansas City, MO; Los Angeles, CA; Salt Lake City, UT; San Diego, CA; Seattle, WA; or Washington, DC. Location is negotiable once selected. This is not a 100 percent telework position, nor is it a remote location position. Supervisors may require you to report to your duty station more than twice per pay period. As a Lead Program Manager (Project Automation Analyst), you will: Perform day-to-day support and improvement of the SharePoint platform, aligning with the business practices within OAE and is responsible for planning, designing, developing, and implementing secure, cost-effective application solutions that best satisfy user needs and that are consistent with VA and OIG guidelines and standards. Serve as business integration point-of-contact for resolving technical issues and provides guidance to management in pursuing innovative solutions to website and content management, applications development and database management, and information technology infrastructure and security supporting these solutions. Provides guidance to the team on all aspects of SharePoint site collection administration, Nintex workflows, and business process. Make major recommendations on determinations of projects to be initiated, dropped, or curtailed in alignment with the governance program's concepts and principles. Evaluates customer requests and determines how best to meet their needs. Researches what is available and evaluates the suitability of the various products for ease of use, cost, security and compatibility with existing hardware and software. Assist in coordination with OAE Offices and Business Lines to provide expert recommendations in integrating automation and production technologies to increase productivity and efficiency throughout the assigned Office and develops the criteria to evaluate the effectiveness of integrated technologies on program performance. Write and maintains program documentation (i.e., Standard Operating Procedures), user training documents, and assists in writing and maintaining web-based systems contingency plans and disaster recovery procedures, as well as develops and maintains guidelines regarding Internet services design, development, and delivery. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Developing Microsoft PowerApps and supporting Microsoft 365; AND Evaluating, reviewing, and making recommendations to meet technical specifications and system requirements; AND Assisting with writing program documentation, user training documents, web-based system contingency plans, and disaster recovery procedures; AND Leading project teams in the development of PowerApps. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
