Agriculture, Rural Development Loan Specialist (Realty) in United States

Summary This position is located in USDA, Rural Development (RD), Office of the Kansas State Director, Single Family Housing Staff. Must report for work to one of the following locations in Kansas: Hays, Iola, Newton or Topeka. Responsibilities Administer a diverse array of single-family housing programs designed to make safe, affordable homes available to underserved communities and rural populations throughout an assigned, typically large geographic area. Partner with a wide variety of government representatives; other Federal agencies; housing authorities; non-profit organizations; utility companies; religious, charitable, and supporting groups to leverage supplemental funding/assistance needed. Review loan applications for completeness and conformance with all Rural Development requirements. Analyze financial and credit data documents to make sound eligibility, feasibility, and creditworthiness determinations on program applications. Prepare as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to approving official. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
