Summary This position is located in the Office of the Deputy Assistant Secretary of Defense for Product Support (DASD (PS)) within the Office of the Assistant Secretary of Defense for Sustainment (ASD(S)). The DASD PS is responsible for providing the DoD with policy, processes and guidance that foster effective product support planning and execution to ensure effective and affordable life cycle product support solutions for our weapon systems, subsystems, and components. Responsibilities Incumbent typical work assignments may include the following: The incumbent will be responsible for implementing policies for the Department of Defense (DOD) acquisition logistics activities, and processes from front end concept exploration through delivery and support to the Defense Components, Combatant Commanders, and other federal agencies worldwide. The duties of the incumbent will be to provide DoD leadership with comprehensive, timely and actionable program assessments for product support; and engage with program offices to ensure product support initiatives and policies are addressed up front in the design and planning phase to shape sustainment costs over the program/system/subsystem life cycle. Duties will align with DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework to permeate product support initiatives. The incumbent will collaborate with the Program Manager and Product Support Manager to provide guidance on planning and implementing a life cycle management perspective which is key for designing for sustainment and enabling reliability, maintainability, supportability, and affordability. The duties include emphasizing readiness, affordability, cost consciousness, and innovation through engagements to promote and institutionalize the product support elements with a heightened emphasis on sustainment and a streamlined, tailored approach to effective use of performance-based PS solutions promises to improve sustainment performance and cost control (Product Support Manager Guidebook, 24 May 2022). Incumbent duties include drawing on direct experience of acquisition logistics practices and an extensive knowledge of commercial best business and quality driven practices, such as LEAN and Six Sigma methodologies; the incumbent will serve as an expert in the merging of acquisition planning for logistics support and implementation of sustainment and supportability strategies to fulfill product support requirements, characterized by new or innovative technologies. As a senior staff specialist, incumbent will define policy and process issues as well as performance criteria for acquisition logistics within the DoD. Formulates, gathers, analyzes, plans, and organizes work and present data to supporting analyses on recommended courses of action through the use of various quantitative analysis and statistical techniques. Utilizing federal/DoD Planning, Programming, Budgeting and Execution (PPBE) process to include Program Objective Memorandum (POM) cycle, and the development of Plan of Action and Milestones (POAM's), Research, Development, Test and Evaluation (RDT&E), Procurement, and Operations & Maintenance (O&M) funds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will have 48 months to achieve this certification. This is a Critical Acquisition Position.
