Summary The Senior Management and Program Analyst, Strategic Planning, Policy, Performance and Oversight position is a member of the Executive Support staff for Outreach Transition, and Economic Development (OTED) within the Veterans Benefits Administration. Responsibilities Specific duties include: The incumbent provides oversight and project management of VBA, VACO and OTED programs. All work is thoroughly researched to ensure that the programs function efficiently, cost-effectively and in compliance with appropriate regulations and laws. Further, the incumbent is responsible for monitoring program effectiveness, developing, and recommending changes when necessary to maximize use of available personnel, material and resources for short- and long-range strategic planning, policy and oversight objectives. Develops and oversees the proper development of custom reports by OTED employees, contractors, and ensures the accurate and timely extraction of data from VBA's data warehouse and other VBA systems of record. Specific duties include: Collects (and clarify) stakeholder's business requirements. Advises on alternate releasable data that may meet requester's needs or respond to requester explaining why data is not available or cannot be released. Develops or oversee development of data retrieval and transformation algorithms that address needs of stakeholder. The incumbent reviews and studies laws, VA administrative issues, and special instructions to determine their effect on organizational adjustments, work methods and procedures, application of work measurement, work simplification, documentation of essential records and flow of communications to determine the need for new or revised local policies, procedures, or controls, and to coordinate these determinations with operation officials concerned. Develops new, automates, and updates existing data-driven tools to meet management needs for accurate, timely data and statistics. Writes analytical reports and prepare comprehensive data and graphic packages to use in high-level presentations Develops and oversees the proper development of custom reports by OTED employees, contractors, and ensures the accurate and timely extraction of data from VBA's data warehouse and other VBA systems of record. The incumbent is responsible for the preparation of such special reports and position papers as may be required by VBA, VACO and OTED senior leadership on key issues involved, implications, and relationships to interested groups, both internal and external to VA; and recommends courses of action. Deals with issues of both sensitive or of a high-profile nature while advising leadership on the national or local impact of changes in process, protocol, or legal status, which may impact or shapes the future direction of the organization. Skill to plan, organize, and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, which require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Advises management on all aspects of personnel management activities. Makes recommendations relating to various personnel policy issues and provides advice to management on personnel management matters and problems. Establishes and maintains cooperative working relationships with Human Capital Services (HCS). Reviews legislative and regulatory proposals related to assigned areas and ensures proper implementation. Applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations and/or in measuring and evaluating program accomplishments. Foresees the pros and cons of alternative solutions and coordinates and integrates activities with other functions. Makes final recommendations to the OTED leadership. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13/GS-14. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In addition, you must meet the following minimum qualification requirements: MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: You must have one year of specialized experience equivalent to the next lower grade, GS-12 Specialized experience is defined as: Knowledge of VA/VBA policies, plans and programs related to Data informatics, analytics and application, business acumen and Human Resources to lead projects and initiatives that analyze workload management Experience preparing written communication involving departmental policy/programs for high level officials that include forecasting, predictive modeling; preparing technical reports, correspondence and recommendations; and consolidating complex information from a variety of sources in final form for presentation (either orally or in writing) in a clear and understandable manner to convey complex information to a variety of audiences with varying levels of understanding to include higher-level officials, subordinate managers, and employees. Knowledge of, and skill in applying methods, principles, and practices related to HR operations, federal laws, regulations, Executive Orders, court decisions, policies and HR systems related to HR functional areas. Education Substitution: There is no education substitution at this grade level. GS-14 Grade Level: You must have one year of specialized experience equivalent to the next lower grade, GS-13 Specialized experience is defined as: Expert knowledge of VA/VBA policies, plans and programs related to Data informatics, analytics and application, business acumen and Human Resources to lead projects and initiatives that analyze workload management. Managing the preparation of written communication involving departmental policy/programs for high level officials that include forecasting, predictive modeling; preparing technical reports, correspondence and recommendations; and consolidating complex information from a variety of sources in final form for presentation (either orally or in writing) in a clear and understandable manner to convey complex information to a variety of audiences with varying levels of understanding to include higher-level officials, subordinate managers, and employees. Comprehensive and thorough knowledge of, and skill in applying methods, principles, and practices related to HR operations, federal laws, regulations, Executive Orders, court decisions, policies and HR systems related to HR functional areas. Education Substitution: There is no education substitution at this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary. Work also requires walking and standing in conjunction with travel to and attendance of meetings away from the work site. No special physical effort, or ability is required to do the work. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
