A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office Front Office COS The following are the duties of this position at the full working level. The incumbent serves as an analyst and advisor to IRS leadership and is responsible for applying expert knowledge of external audit coordination at the IRS. Manages the entire life cycle of assigned OPM, Treasury, TIGTA and GAO audits. Acts as the primary liaison with external auditors on assigned audits. Assists impacted internal stakeholders in maintaining appropriate focus on the audit against competing operational priorities to avoid jeopardizing a positive conclusion to the audit. Provides guidance on redaction of information identified by management as sensitive in draft audit reports. Accesses and performs advanced research as necessary in support of audit actions in the Joint Audit Management Enterprise Systems (JAMES) both of which require management approval prior to being granted access. Receives, records and assigns various auditor information requests to identified points of contacts (e.g., business unit technical SMEs) for response. These include, among other requests, formal Information Data Requests (IDRs), Provided-By-Clients (PBCs) and Matters for Further Consideration (MFCs). Collects and records IDRs, PBCs, MFCs and similar audit requests from points of contacts. Analyzes current audit requirements relative to assigned audits to ensure successful completion of the audit. This includes clarifying technical requests submitted by auditors to ensure thorough understanding by impacted SMEs; developing internal schedules to meet and respond to changes in audit timeline within the audit cycle; explaining HCO policies and guidelines to deconflict competing priorities of auditors and impacted stakeholders. Collects artifacts from impacted stakeholders and performs a review for completeness and satisfies audit requirements. Conveys artifacts and all supporting documentation with appropriate signatures to other internal organizations for review (e.g. PGLD, EEO and Chief Counsel) as appropriate. Forwards completed audit package to appropriate office for approval to close audit action. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to evaluate a variety of data sources, program effectiveness, and to detect trends in identifying organizational issues and problems. Knowledge of HR laws, policies, regulations, functional directives, instructions, guidance, and precedents to advise and assist management and stakeholders in conducting quality reviews and/or audits. Experience conducting various analytical studies and projects, gathering and analyzing data, and preparing briefings, papers, and/or reports to document results and develop recommendations. Experience presenting findings, delivering briefings, and facilitating training for employees and/or managers. Skill in written and oral communication techniques to present findings and deliver briefings, help others in understanding and accepting findings and recommendations and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day shift 8:00am- 4:30pm Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
