Federal Acquisition Service Operations Research Analyst in United States
Summary As an Operations Research Analyst, you will conduct complex category management analytical studies and initiatives to explore trends, develop and track metrics, and identify leading indicators applicable to the government-wide programs. Location of position: General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Strategy and Innovation (OSI). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Applies a wide range of mathematics, statistics and qualitative and/or quantitative methods to conduct studies, initiate new areas of study related to the data used in and for the government-wide category management program. Supports the development of analytical and/or mathematical models analyzing complex data related to category spend, agency-specific best in class or spend under management, small business utilization and cost avoidance. Plans, designs and develops key performance indicator (KPI) requirements and methodologies for reporting on metrics relative to the government-wide category management program. Prepares recommendations for potential changes/adjustments to KPIs and other metrics. Provides technical expertise and feedback to management regarding the development of highly visible, complex business oriented reports and metrics to measure and track program performance. Serves as the subject matter expert (SME) for troubleshooting data capturing processes, procedures and systems to ensure data quality. Prepares written and oral reports or presentations regarding study findings, conclusions, and recommendations for leadership. Synthesizes highly technical information for non-technical audiences. Supports program management efforts such as identifying requirements for automated analytical tools, defining standard processes and methodologies, documenting best practices, and developing appropriate program content to be used on Category Management dashboards related to analyses performed. Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Locality pay will be determined once the selectee's duty location has been established. BASIC REQUIREMENTS All applicants for Operations Research Analyst positions must meet the Basic Requirements. Carefully read the following Choices A and B which states the ways to meet the basic eligibility requirements for all Operations Research Analyst positions: Choice A) A degree in Operations Research. Choice B) at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours were in calculus. Specialized experience is conducting quantitative and qualitative studies and analyses that are highly technical in nature and address key policies and programs supporting a wide range of acquisition functions. Such experience must include adapting mathematical, statistical, econometric and other scientific methods and techniques; analyzing mathematical/statistical results and preparing and writing reports based on the findings; and conducting studies relating to strategic portfolio and financial management issues and activities within a major acquisition organization.
