GENERAL DESCRIPTION:

This position is responsible for general supervision, oversight, training, and technical assistance for contracted services provided to infants and toddlers with developmental delays or disabilities, ages birth through two (2) years. The position is required to collect, maintain, and analyze data to address federal, state, department, and division requirements and to continuously improve service quality.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Provide quality customer service to stakeholders by responding to the relationship between state and federal rules and regulations and services to meet the needs of families and children with disabilities; respond to complaints; and manage regional/individual program requests for assistance in planning, organizing, and developing programs.

  • Collect, maintain, and analyze data to ensure that all state and federal reporting requirements for IDEA Part C are completed and submitted to the US Department of Education, Office of Special Education Programs promptly and accurately.

  • Implement the state and federal IDEA Part C requirements. Ensure that forms, policies, and procedures are in place for the Part C program. Attend and participate in state, regional, and national conferences specific to implementing Federal Rules, Regulations, and Initiatives.

  • Collaborate with the other Early Intervention and Education Program team members on special projects, including the Annual Conference and Early Intervention Council.

  • Collaborate and consult with other agencies (within and outside of the Wyoming Department of Health) and stakeholders concerning policies and procedures; attend council meetings to represent Part C, and oversee the Early Intervention and Education Program's Child Find activities.

  • Assist in developing Part C biennium budgets, supplemental budget requests, and contract award amounts.

Qualifications

PREFERENCES:

Candidates with a background in education, with an emphasis on special education, early childhood education, or a closely related field, and at least three years of experience in early intervention or special education, will be preferred.

KNOWLEDGE:

  • Knowledge of how to interpret and implement federal and state regulations and rules for special education.

  • Knowledge and skill in state budget development, monitoring, and evaluation.

  • Knowledge of special education, early intervention, and child development.

  • Skills in oral and written communication.

  • Ability to negotiate conflicts; using diplomacy, tact, support, mediation, and follow-through.

  • Skills in data collection and interpretation for programming purposes.

  • Skills in leadership, problem-solving, conflict resolution, and developing interpersonal relationships.

  • Ability to organize and follow a task through to completion with minimal supervision.

  • Ability to travel to meet professional requirements.

  • Knowledge and skill in verbal and written communication and public speaking.

  • Knowledge and skill in grant writing, managing, and controlling fiscal resources.

  • Knowledge and skill in contract development, monitoring, and evaluation.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Education)

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
