GENERAL DESCRIPTION:

Oversees and manages the Member Benefits section within WRS Operations, which has five Member Benefit Specialists and two Lead Benefits Specialists. Manages the WRS Disability program and works in conjunction with the Disability Administrator to respond to all disability inquiries, applications, and annual reviews. Serves as the point of contact for all complex member issues that pertain to members of the pension. Continually plans and structures training for department staff and works with them on professional development. Utilizes knowledge of statutes, rules, and internal policies to ensure consistency and accuracy of procedures in administering eight defined benefit pension plans. Provides procedural insight regarding proposed legislative policy changes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at this job level.

  • Serves as subject matter expert on benefit calculations and provides technical advice on proposed policies and system upgrades.

  • Establishes professional goals for the Member Benefits section and monitors compliance with statutes, rules, and internal policies.

  • Prepares training plan for new Member Benefit Specialists, including procedures, work plans, and milestones for measuring working knowledge in their job scope, role, and responsibilities.

  • Sets annual performance and department-specific goals for Member Benefit Specialists, according to WRS' mission statement and section requirements, and conducts performance appraisals annually.

  • Works with a hiring team to fill Benefits section vacancies and other departments as needed.

  • Works with department staff to address disciplinary issues and coach performance expectations within the department.

  • Review complex member transactions, identify systematic issues for remediation and revise training materials for staff.

  • Works with IT to communicate procedures and improve system processes. Develops resources to provide guidance for member benefit specialists.

  • Serves as subject matter expert on benefit calculations and provides technical advice on proposed policies and system upgrades.

  • Handles escalated issues from members with atypical issues, providing resolutions after analyzing all relevant information. Provides excellent customer service on all levels.

  • Supervises the WRS Disability program and serves as a liaison between the WRS Disability Administrator, applicants for disability retirement benefits, and the WRS third-party disability claims consultant.

Qualifications

PREFERENCES:

Preference will be given to those with experience working with teams and knowledge of program management.

KNOWLEDGE:

  • Knowledge of the benefit and actuarial structures of the eight defined benefit plans administered by WRS, including a complete understanding of State statutes, Board rules, and internal policies.

  • Knowledge of retirement planning.

  • Knowledge of accounting/financial industry best practices and procedures.

  • Skilled in Communications: ability to communicate with multiple stakeholders; demonstrated ability to provide productive, professional development and coaching to staff and ability to articulate clear instruction.

  • Skilled in Leadership: demonstrated ability to set priorities, develop strategy and tactics, anticipate problems, manage resources, and coordinate activities; demonstrated skills and talent to supervise, mentor, and motivate professional development of staff.

  • Knowledge of governmental organization behavior, group dynamics, and interpersonal communication.

  • Experience with Google Suite, database system, and other software applications and the ability to embrace technological advances.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance) .

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Investment Educator

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Investment Educator
