Description

The Program Manager of Rail Operations Planning will manage the development of short-and long-range operating and facility plans for TriMet's transportation passenger bus and rail systems. As well as ensure plans are consistently applied in TriMet rail project planning, design, construction, and operating programs and identify when design criteria changes are needed.

Manage the use of operating simulation models used to evaluate the performance of proposed transportation projects, system improvements, or major service changes. Oversee the calculation of operating requirements for system or service expansion, such as fleet size, vehicle hours, and vehicle miles.

This role requires being onsite four (4) days per week.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  • Evaluates, analyzes, directs, leads, facilitates and improves the level and effectiveness of various projects that directly impact and involve planning personnel from multiple TriMet Divisions. Projects may include business process analysis, data analysis, systems design, change management, process improvement and operations management; and contract procurement, administration and recovery; design and implementation of projects to change systems, budgets, processes, technology, policies and procedures, and/or the administration of a wide variety of District functions. Leads and directs transportation, maintenance, engineering/construction, service planning and scheduling and communications managers to collaborate, plan, schedule and execute MAX system improvement project operations.

Manage the production of Federal Transit Administration (FTA) required Rail planning documents for new projects, system extensions, and Triennial reviews. These plans include, Light Rail and Commuter Rail Fleet Management, Project Operating and Maintenance, and Project Pre-Revenue Operations.

  • Manage the Operations Division's communications with Service Planning and the Engineering and Construction Division on proposed rail project plans, conceptual designs, preliminary and final engineering, project start-up, and major rail service changes. Serve as Operation's liaison with rail project directors, managers, and lead designers. This oversight includes coordination of design document reviews and minimizing contradictory interpretation by the Operations Division's departments.

  • Enumerate the operating requirements of proposed rail system projects, extensions, or modifications. This includes fleet requirements, maintenance facility requirements, auxiliary track, and other infrastructure requirements using data from the existing system or forecasts of demands created by system expansion.

  • Manage consultants or coordinate with others managing consultants who are building or running simulation models of the rail system.

  • Work with Rail Transportation to improve operational safety and efficiency when engineering expertise is needed.

  • Annually, assist with providing FTA required National Transit Database (NTD) data for bus and rail system expansions or FTA changes in data requirements.

  • Assist Rail transportation in defining and prioritizing rail system improvement projects. Also assist with preparing SIP responses for questions regarding rail projects in planning or implementation and service standards.

  • Initiate and maintain effective external coordination and communication with participants in regional transportation planning working on projects that affect TriMet’s Rail systems.

  • Manage design review of engineering plans and specifications for TriMet light rail construction projects by Rail Operations departments and other involved TriMet Operations departments.

  • Work with Project Development and their consultants to develop projects that improve system operation and Maintenance.

Position Requirements

A minimum of a Bachelor's Degree is required with a Bachelor's Degree in Transportation planning, civil or industrial engineering or a Master's Degree in Transportation planning, civil or industrial engineering, a Master of Science in related fields or Business Management being preferred.

Six (6) years of total credited experience.*

Six (6) years of progressively responsible experience in rail transit design, operations and simulation modeling are required.

Two (2) years of lead or project management or staff management directly managing consultants and internal staff across various departments on projects, programs, designs, and development alternatives.

PE - Professional Engineer, PE license in Civil or Industrial Engineering is preferred.

A Project Management Professional Certificate is preferred.

Or any equivalent combination of experience and training.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $107,725.00

Maximum: $161,586.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
