Summary This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. Responsibilities As a Program Manager, you will: Be responsible for evaluating and improving construction and testing of nuclear submarine plants at private shipbuilders. Evaluate shipbuilder workforce requirements for VIRGINIA or COLUMBIA Class work at the shipbuilder including reactor plant and support system operation, engineering, quality control, radiological control, trade, and support personnel. Review and advise on the scheduling, planning, cost estimating, and performance of this work. Plan and direct a program for independent surveillance and appraisal of shipbuilder technical operations for conformance with program technical directives and recommends new approaches and techniques to improve shipbuilder performance where necessary. Advise Advanced Submarine Systems Division of Naval Reactors on problems affecting naval nuclear propulsion plant construction, operation, and maintenance, as well as all aspect of shipbuilder operations. Deal frequently with senior officials at geographically dispersed locations, prime contractors, shipbuilder leadership, senior Program officials and other Government agency officials. SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience at the NQ-03 or GS-14 level or equivalent which demonstrates a comprehensive knowledge and skill in planning, coordinating, and auditing nuclear propulsion plant technical programs to include knowledge of planning and execution of nuclear propulsion plant construction. Additional qualification information can be found from the following Office of Personnel Management website: Program Management Series 0340 (opm.gov) Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-04 position you must have served 52 weeks as a NQ-03/GS-14 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met.
