Office of Personnel Management Program Specialist in United States

Summary As a Program Specialist at the GS-0301-11, you will be part of Healthcare and Insurance Office of Personnel Management. If selected, you will be responsible for supporting contract administration and oversight, including contract administration and program support, annual benefits negotiations, and Federal Benefits Open Season preparation. Responsibilities Gathers input from key stakeholders on HI programs, systems, standards, procedures, and policies. Serves as a member of cross-functional and/or project teams as assigned. Responds to Federal Employees Insurance Operations and Postal Service Insurance Operations program inquiries from Federal enrollees and/or their authorized representatives, including benefits regulations, and other program-related inquiries. Performs research and obtains additional information, including from the Health Insurance Specialists to respond to inquiries, correspondence or to advance the referral to the appropriate FEIO or PSIO department. Develops responses to inquiries and correspondence. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit Qualifications For the GS11: You must have one year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector). Specialized experience must be thoroughly outlined and supported in your resume. Specialized experience includes performing ALL of the following: Providing administrative support by gathering and documenting information on healthcare insurance topics; Research or analyze health insurance inquiries or correspondence for response; AND Assisting in prioritizing and organizing case load and developing proposed solutions. OR Completed a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the competencies necessary to do the work of this position. NOTE: You must submit copies of your transcripts. OR A combination of education and experience as described above which together qualifies you for the GS-09 grade level. NOTE: You must submit copies of your transcripts. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS 11 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Relocation expenses will not be paid.
