Class Summary

Assigned to: Casper Police Department

Incumbents are responsible for collecting, documenting, and processing property and evidence for the Police Department. Responsibilities may include fingerprinting citizens; performing basic laboratory tests, and packing/storing evidence. Receives general supervision from higher-level supervisory staff.

REPORTING STRUCTURE:

Receives general supervision from the Property Evidence Supervisor or higher-level supervisory staff.

Typical Class Essential Duties

  1. Receives and maintains evidence and seized property including reviewing property custodial requests; tracks evidence/property received; verifies that evidence/property matches documentation; prepares copies/photographs of evidence; packages items and stores in the appropriate locations.

  2. Maintains Chain of Evidence custody at all times; disposes of unclaimed evidence and found property in accordance with departmental regulations.

  3. Maintains and operates a computerized inventory system; backs up data files and maintains system integrity.

  4. Answers public inquiries about stored evidence; communicates with police officers, the courts, and attorneys on case status and evidence needed.

  5. Prepares or completes various forms, reports, correspondence, evidence receipts, police reports, property records, or other documentation; prepares inventories concerning lost or found property as required; testifies in court regarding evidence related to crimes.

  6. Performs both microscopic and chemical testing to determine the presence of drugs; testifies in court as to the results of the testing and validity of the process.

  7. Fingerprints citizens and suspects upon request; performs fingerprint classifications; maintains fingerprint files.

  8. Coordinates purchasing and inventory of required supplies for evidence, the photo lab, and the substance testing lab.

  9. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

  10. Performs other duties of a similar nature or level.

Training, Experience & Certifications

EDUCATION AND EXPERIENCE

• High school diploma or equivalent (G.E.D.) required.

• Minimum of one-year property accountability, warehousing, or law enforcement work or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

LICENSING AND CERTIFICATIONS

• Possession of a valid Wyoming driver's license preferred.

• Possession of or ability to become a Notary public.

As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:

City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

  • Emergency response/rescue

  • Handling or working with hazardous materials, including chemicals as well as solid and liquid waste

  • Operating or maintaining water and wastewater systems

  • Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems

  • CDL operations and driving

  • Operating power-driven machinery or equipment

  • Creating or modifying health, financial, security and or risk documents or assessments

  • Working with or directing minors

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbent is subject to perform duties either indoors or outdoors, which may include extreme climate/weather conditions. Performance of duties likely to have exposure to dirt, dust, pollen, odors, fumes, toxic agents, or pathogenic substances. The incumbent is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.

Paid Time Off (PTO): The City of Casper (City) recognizes that a period of leisure, or recreation, away from the job is beneficial. A new full-time employee will receive an advance of 80 PTO hours on their start date.
