Summary These positions are located in Interior Region 2, in the Land Resource Program Center. Please visit find a park for additional park information. This is Remote Position. Responsibilities Responsible for overall administration and management of the Land Resources Program Center and its field office in matter of program objectives, manpower utilization, staffing changes, major procedural or functional changes based upon an analysis of program or policy changes. Directs the Land Acquisition Program of the Southeast Region which typically ranges in scope from $25 million to over $50 million annually. Exercises delegated authority to approve and accept offers to purchase and offers to sell real property, execute deeds, negotiate settlement offers in condemnation, and approve relocation claims under Public Law 91-646. Negotiates with state and local governments for donations and exchanges and to conclude memorandums of understanding for complex transactions. Represent field and/or Southeast Regional Office and makes commitments on programmatic and technical real property issues within established policies and guidelines. Also recommends and implements policies, procedures, guidelines, and standards related to the real property program. Requirements Conditions of Employment Citizenship: U.S. Citizenship required. Time in Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Travel: You may be required to occasionally travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a yearly Financial Disclosure Qualifications To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: Applicants must possess at least one year of specialized experience equivalent to the GS-13 level in federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of experience: Negotiating and developing strategic plans and tactical approaches for real property activities with other Federal agencies for land transfers and withdrawals from Public Domain, and implementing real property programs; adopting partnerships; and planning and compliance criteria, policies, and procedures as they relate to land resources. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-13 grade level in the federal service. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: Most of the work is performed indoors in an office setting. In addition to normal office activities, the position requires frequent travel and occasional site inspections in undeveloped or remote rural areas. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, residences and involves travel by car and commercial vehicles.
