Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service About the Position: You will serve as a Realty Specialist Real in the Estate Division's Supplemental Branch in Jacksonville, FL or San Juan, PR. You will provide realty support for the planning and execution of the COE's goals and objectives. Responsibilities Provide compliance with federal rules and regulations, secures the necessary interests in real estate required to support the District’s civil works programs, including but not limited to fee, easement, and right of way. Provide real estate-related support for utility relocations. Provides direction, oversight and assistance to the non-federal sponsors in their conduct of mutually agreed upon real estate responsibilities for the projects. Review crediting and reimbursement claims submitted by the non-federal sponsor for completeness, accuracy, and validity and develops recommendations for the amount of credit or reimbursement. Serve on civil works project planning teams comprised of a Study Manager, a Project Manager and other specialized engineering, hydrologic, economic, and environmental subject matter personnel. Travel to various sites by vehicle for inspections. Determine real estate acquisition requirements and defends those requirements in situations in which they may negatively impact project planning and development schedules. Oversee the preparation of real estate cost and M-CACES estimates for all planning reports; prepares and recommends approval of schedule and cost change requests (SACCR). Secure funding authorizations and maintains cost control via the Corps financial management systems (CEFMS) for all administrative costs connected with acquisition activities for each project being supported. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have: Specialized Experience: One year of specialized experience which includes applying knowledge of directives, laws, policies, and regulations relating to Federal rules and regulations for real estate procedures associated with civil works acquisition programs, determining the need for and cost of standard modifications to a property or space prior to acquisition or disposal. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07); OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, Real Estate, Business Administration. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes applying of directives, laws, policies, and regulations relating to Federal and Army real estate procedures associated with civil works projects, including working with non-Federal entities to obtain real property interests for Government construction; drafting and/or reviewing studies and engineering design plans for feasibility and to determine real estate alternatives; reviewing acquisition documentation provided by non-Federal entities; and communicating effectively with internal/external stakeholders; and the direct acquisition of Federal real property interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate, Business Administration. OR Have the specialized experience as described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years.
