Job Summary
Under general supervision, is responsible for designing, developing, coding, testing, implementing, and supporting software products (application software and systems, end user applications, systems software, mobile/web applications, database products, etc.) that are delivered on time and within budget. Delivers expertise in a range of areas, including product licensing, systems design, testing and implementation of software systems and data flow designs to create the design for a new system. May be assigned to either development,involving writing new programs, or support functions, involving upgrades, maintenance, or issues resolution to existing applications and multiple enterprise systems. Exercises technical supervision over assigned staff.
Applicant must reside within 100 miles (2 hour commute) of the City of San Antonio.

7:45 a.m. - 4:30 p.m., Monday - Friday; on-call evenings and weekends as required.

Essential Job Functions
Plans, develops, builds, and supports complex systems, applications, and solutions in the software life cycle that may have multiple enterprise system-wide or platform impact and integrates across the enterprise and involve multiple technical environments and disciplines.
Troubleshoots escalated support problems for existing multiple enterprise information systems, performs root cause analysis and impact of the defect, and applies operation break fixes and other proactive maintenance activities until permanent solutions can be implemented.
Leads the technical evaluation and selection process for improving multiple enterprise system, platform, and application performance by overseeing and participating in gap analysis studies, feasible alternative solutions, and recommending and/or approving the scope of modifications.
Coaches and mentors other Engineers and applies a broad knowledge of principles, practices, and procedures to complete complex software engineering assignments across multiple enterprise systems and platforms.
Leads planning efforts with management.
Coordinates and works on multiple cross-functional initiatives, systems, applications, teams, product, and/or project and serves as an internal advisor.
Designs, develops and sets standards and expectations of technical requirements gathering relative to software systems.
Reviews, recommends and implements changes and enhancements for improved systems, applications, and/or platform availability, reliability, and performance.
Oversees configuration management process to baseline code updates and develop software using Agile software development processes across multiple enterprise systems and platforms.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Seven (7) years of work experience in software development and/or database design and support.
Seven (7) years of work experience in developing, implementing, optimizing, and maintaining complex software solutions to include deploying and debugging complex systems.
Preferred Qualifications
Experience working in an agile environment.
Knowledge of the practical application of software engineering and technology, including applying principles, techniques, and procedures to the design and production of software products.
Knowledge of DevSecOps principles and methods.
Knowledge of programming languages including JavaScript, VBScript, CSS, HTML and DHTML, VB, jQuery, Ajax, JAVA, Json, .Net framework, C++, or other programming languages.
Knowledge of Microsoft SQL and/or Oracle databases.
Skills in identifying and solving system problems.
Ability to leverage modern architectural principles to design modular, flexible software solutions.
Skills in the development, implementation, or support of vendor (COTS) products.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Ability to create both technical and non-technical end-user documentation.
