Bureau of Land Management Supervisory Grants Management Specialist in United States

The duty location is remote. We expect to fill 1 vacancy at this time; however, additional positions may be filled from this announcement if they become available. Responsibilities Supervise branch staff which may include: training, and motivating employees; assigning, tracking, and evaluating employee performance; solving complaints; acting upon disciplinary actions, and approving training needs. Provide technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, sub-recipients and grants management specialists throughout the region and/ or center. Oversee, reviews, and evaluates the business management aspects of grant applications or plans to ensure adherence to regulations and policies. Serve as a Grants Officer, responsible for the performance of pre-award and post-award functions in support of various financial assistance programs involving both discretionary and mandatory funding. Formulate complex long-term agreements of high dollar value and involve cooperative research efforts. Resolve management and administrative problems that arise in the performance of the financial assistance actions. Recommends modifications for continuing, reducing, redirecting, or terminating agreements. Negotiate terms and conditions of award, including cost, schedule, government oversight and review, and administrative and fiscal matters. Provide technical advice and assistance to subordinate Grants Management Specialists in the interpretation of policies, regulations, and resolution of complex agreement problems. Develop and establishe work methods and procedures and trains subordinates to insure proper implementation. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Interpreting financial management and/or grant management regulations, policies, and procedures. Experience performing duties as a lead/senior financial assistance or grants management specialist including mentoring and training junior staff, providing peer review/quality control of financial assistance actions, and drafts standard operating procedures. Providing technical leadership and staff coordination related to financial assistance including pre-award, post-award, and/or price/cost analysis, implementing new developments, and providing policy interpretation to program managers. Coordinates preparation of audits and reviews. Education may not be substituted for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work is primarily sedentary. May require travel. Work Environment: Position is remote. Incumbent will be required to have a designated work area free of distraction and in accordance with remote/telework policy. Occasional field visits may be required.
