Summary This National Park Service (NPS) position is part of the Inventory and Monitoring Division, within the Natural Resource Stewardship and Science Directorate (NRSS). The Pacific West Region has eight Inventory and Monitoring Networks, part of 32 system-wide networks undertaking the development and implementation of systematic biological inventories and long-term ecological vital signs monitoring. This position is supervised by the Pacific West Region Natural Resources and Science Lead. Responsibilities The incumbent serves as the Pacific West Regional Inventory and Monitoring Network Program Manager. The primary focus of the position is coordination and administration of a science program. A strong science background is expected and experience in analysis and publication will strengthen a candidacy. Science skills will be employed in development of project designs and partnerships, peer review, technical consultation with other scientists, and execution of protocol and science program reviews. These coordination and administrative demands do not leave sufficient time to conduct independent research. The NPS and Inventory and Monitoring Program's goals and objectives include: Inventory the status of natural resources under National Park Service stewardship. Monitor park ecosystems to better understand their dynamic nature and condition and to provide reference points for comparisons with other, altered environments. Communicate inventory and monitoring science findings and accomplishments to inform National Park Service planning, management, and decision-making. The incumbent works directly with staff of many disciplines located in eight Inventory and Monitoring Networks: the Klamath Network, Mediterranean Network, Mojave Desert Network, North Coast and Cascades Network, Pacific Islands Network, San Francisco Bay Area Network, Sierra Nevada Network, and the Upper Columbia Basin Network. The work is focused on ensuring the scientific integrity and timely delivery of science products from the implementation of monitoring protocols and inventories. This position currently supervises seven network program managers (each of whom are supervisors) and may supervise additional staff from multiple disciplines in the future. The Regional Program Manager maintains regular communication with a diverse suite of partners in other agencies, non-profit organizations, and universities in order to undertake projects that enhance core monitoring objectives. Major Duties include: Active monitoring includes a wide variety of biological and ecological themes ranging from water quality, streamflow, and climate to vegetation, wildlife, invertebrates, landscape dynamics, and habitats. Leads, implements, manages, and serves as principal scientific advisor for a complex program of natural resource inventory and monitoring and related activities to address sensitive resource management needs that are affected by a wide variety of issues within and outside the parks. Coordinates the Region's I&M program with related programs on adjacent lands, and with appropriate regional and national monitoring policies and programs for the purposes of scientifically monitoring natural resources. Ensures that data, reports, and publications are of high quality and are properly managed, secured, preserved, and accessible to park managers and their staff, other agencies and organizations, scientists, and the general public as directed by NPS policy. Develops scopes of work and serves as Technical Representative for contracts, cooperative and interagency agreements, and other instruments. Coordinates planning with eight networks leads on a collective annual budget of over $8 million annually; prepares, forecasts and projects funding requirements; reviews, analyzes and monitors expenditures of funds. Ensures appropriate internal and external peer review of I&M science and publications. Determines appropriate study designs, sampling frames, and analyses for developing and implementing protocols to assess status and trends of park natural resources. Summarizes information clearly and succinctly for use by scientists, managers, planners, park staff, cooperators, and partners. Communicates effectively with park managers and program leadership at the Network, Regional, I&M Division, and Washington levels to apply monitoring and related research results to solving resource management problems. Provides: data and expertise for park planning documents and implementation plans as needed; information to park interpretation and education programs; annual accomplishments and summary reports and other reports as required; ensures that technical and professional reports adhere to NPS guidelines. Exercises the full range of technical and administrative supervisory responsibilities for a staff of scientists and technicians such that supervision of non-contract employees requires at least 30% of the incumbent's time. Performs overall work planning, establishes work schedules and priorities, assigns and reviews work and timesheets, credit card statements, oversees travel, resolves complaints, grievances, and other personnel problems as they arise. Develops employee performance standards, conducts performance evaluations, ensures compliance with NPS standards and policies, and assists employees with personal development and career opportunities. Ensures a positive, productive, safe, and healthy work environment. Requirements Conditions of Employment U.S. Citizenship required. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-12/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Basic Education Requirements for the Biologist, 0401 Series: You must meet one of the following to qualify for the 0401 series: Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to the position. -OR- Successfully completed a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS, appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. Basic Education Requirements for the Ecologist, 0408 Series: Successful completed a full 4-year course of study in an accredited college or university leading to a bachelor's, or higher degree, in the major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Basic Education Requirements for the Physical Scientist, 1301 Series You must meet one of the following to qualify for the 1301 series: Successfully completed a bachelor's degree or higher degree from an accredited college or university that included a major field of study in physical science, engineering or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Successfully completed a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in physical sciences and/or a related engineering science; plus, appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of this position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. - AND - To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: (1) collecting and organizing ecological data; (2) designing study plans that identify or help solve natural resource management problems; (3) monitoring expenditure of funds; (4) developing work plans, schedules, cost estimates, and funding proposals; and (5) applying technical writing and editing skills in composition and review of complex science reports or papers. You must include hours per week worked on resume. There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Management of the program, report writing, and document review and approval work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed primarily indoors. Incumbent should seek ergonomic evaluation of workspace to ensure comfortable office space design for many hours at a desk - including routine video calls and software use. Occasionally, work may be performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, caves, oceans, swamps, beaches, and forests. Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
