Bureau of Reclamation Supervisory IT Specialist in United States

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory IT Specialist. Duty Location: The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Responsibilities Serves as the Reclamation IMT Portfolio and Investment Management subject matter expert, the incumbent provides direct supervision and leadership for the Bureau's Capital Planning Investment Control (CPIC) Team. Responsible for development, evaluation and implementation of Capital Planning and Investment Control (CPIC) Information Management and Technology (IMT) policy, technical artifacts, and processes including investment documentation, data collection templates, data calls, business cases, application rationalizations, and other material necessary for IMT portfolio management. Coordination and oversite of Information Management and Technology (IMT) portfolio Capital Planning and Investment Control (CPIC) activities. Provides presentations on CPIC activities to senior leadership at both Reclamation and the Department of the Interior, training on CPIC requirements across the Bureau, and collaboration amongst team members. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available cybersecurity products and services; is committed to providing quality products and services. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal Government having demonstrated experience which must include: Planning and leading efforts to address complex Information Management & Technology (IMT)/Information Resource Management (IRM) issues. Creating comprehensive IRM strategic plans, business plans, requirements analysis, and business process reengineering activities using in-depth analysis of business processes, financial health metrics, and product lines, as well as future and existing information management needs. Coordinating with members of bureau's IMT community, bureau product-lines and senior leadership as well as other government agencies, contractors, and other technical experts. Establishing new standards, policies, and procedures where numerous and varied organizational functions must be considered. Analyzing programs, management systems and planning procedures throughout the bureau to ensure comprehensive examination of information systems requirements and determining of the most appropriate processes for effective planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/09/2024. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period.
