National Institutes of Health Supervisory Other Transactions Agreement Specialist in United States

Summary This Supervisory Other Transactions Agreement Specialist will serve as a Supervisory Grants Management Specialist with the Division of Other Transactions Management (DOTM), Office of Strategic Coordination (OSC), Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director (OD), National Institutes of Health (NIH). OSC is responsible for the oversight of the NIH Common Fund. Please see the link below for more information. Responsibilities Serves as the expert on all business operations and administrative concerns and problems and is a recognized authority on the OTA mechanism. Advises senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc. Develops, recommends, and establishes short-and long-term plans for conducting continuing analysis of OTA activities. Develops new policies, procedures and internal controls and develops policy responses to HHS and NIH requests for input into proposed new and revised OTA policies and procedures. Formulates and develops strategies and plans for identifying potential or actual OTA problems, analyzes their impact and effects, and develops appropriate solutions. Serves as a focal point for sensitive legal and regulatory compliance issues. Directs and supervises a staff including setting priorities, work schedules, and advising employee. Requirements Conditions of Employment Qualifications You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating the management aspects of grant or cooperative agreement applications; interpreting and providing technical assistance regarding complex grants-related policies and procedures; resolving complex and controversial post-award problems surrounding the monitoring of grants or cooperative agreements; and developing criteria and standards for the planning, implementation and evaluation of grant or cooperative agreement proposals.
