A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SBSE EXAM - Examination Operations Selectees will become part of a five (5) year CADRE for Small Business and Self Employed, (SBSE) Collection Operations, members may be placed in temporary developmental managerial positions on an as-needed basis. Placement into the CADRE is no guarantee of selection into a Managerial assignment. CADRE members who do not perform or progress satisfactorily will be removed from the program and returned to their former position.Cadre members will receive developmental activities and training that will provide the employee with increased proficiencies and leadership competencies. Selectees may be temporarily promoted without further competition or regard to the 120/180 day restriction. The following are the duties of this position at the full working level. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates and makes recommendations for outstanding performance recognition or disciplinary action. Gives advice, counsel, or instruction to employees on both works and administrative matters. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD91675 Visit the IRS SPD Library to access the position descriptions. A 1-year probationary period is required (unless already completed). File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Cadre participants must meet the "specialized experience requirements" by the closing date of the FMC announcement to qualify for a promotion. Qualified applicants will be ranked in accordance with the MSP procedures. Obtain and use a Government-issued charge card for business-related travel. Management may remove an employee from the cadre for the following behavior, which includes but is not limited to: Declination of an assignment that is unjustified (outside of leave/other assignments); Ineffective performance; Unacceptable rating in their managerial position; Inappropriate conduct. If you are the subject of a disciplinary and/or adverse action or impending disciplinary and/or adverse action while serving you will be removed from the cadre for a period of not less than three (3) years. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: IR-11 LEVEL: To be minimally qualified for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Additional Information Cadre length is for a designated term of 5 years and will not be made permanent. Cadre members may be given temporary assignments (temporary promotions, details) to management positions for the time frame specified in the announcement. Once the Cadre time frame expires, you must reapply to be considered for future Cadre position(s)/announcement(s). You will remain in your home position and grade until a management assignment becomes available and is offered to you. You will be returned to your home position and grade upon completion of each assignment. You will participate in managerial training and developmental activities. You will remain in your current duty location. Cadre positions will be located in Memphis, TN, Fresno, CA and Philadelphia, PA Moving expenses for Cadre positions will not be authorized. To be eligible for this Management Cadre, your permanent position of record must be within the SBSE organization. Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre. Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the 5-year membership. If performance during a managerial assignment warrants removal from the position, you will be subsequently removed from the Cadre and returned to your former position. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Mid Shift - Start and stop times between 10:00 a.m. and 8:30 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
