United States Fleet Forces Command FINANCIAL MANAGEMENT ANALYST in Wahiawa, Hawaii

GG-09 SALARY RANGE: $62,517-$85,439 GG-07 SALARY RANGE: $51,110-$69,853 Responsibilities You will serve as a Financial Management Analyst in the Financial Improvement Audit Readiness Branch (FIAR), Region Accounting/FIAR, Financial Management, Comptroller at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC). You will conduct financial assessment visits to ensure full and balanced coverage of all financial management related areas. You will monitor the Command’s Outstanding Validation Review/Quarterly Dormant Account Review processes utilizing the Active Document Listing for all active fiscal years. You will monitor all prior year activity for each command responding to data calls related to prior year execution, unmatched documents, and suspense items. You will review and update Financial Improvement Audit Readiness/Financial Assessment Visits checklist at least semi-annually and other directives and guidance as applicable. You will perform studies or assist others with full scale studies. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will conduct financial assessments on sites under NCTAMS PAC to ensure compliance with Financial Improvement Audit Readiness initiatives. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-09: -Experience applying various accounting, budget and other financial management laws, regulations, and requirements to ensure compliance and recommend action. -Experience assembling, reviewing, and maintaining complex accounting, budget, and other fiscal transactions. -Experience verifying the validity of cash items, required supporting documents, and processing procedures. -Experience reviewing employee pay and leave, regulations, procedures, programs and systems that affect pay. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0501-09. GG-07: -Experience reviewing all financial documents for root and trend cause analysis. -Experience researching and locating accounting, budgetary, and financial information and prepare summaries for use by management. -Experience utilizing accounting systems. -Experience providing information regarding budgetary, accounting and financial administrative procedures. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0501-07. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position of the GG-09: Successful completion of a master's or equivalent graduate degree; or Successful completion of two full years of progressively higher level graduate education leading to such a master's degree; or Possession of an LL.B. or J.D., if related to this position being filled. Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position of the GG-07: Successful completion of one full year of graduate level education; or Superior academic achievement. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
