ASRC Federal Holding Company ICD 705 Subject Matter Expert & Project Manager in Wahiawa, Hawaii

ASRC Federal is currently seeking a ICD 705 Subject Matter Expert (SME) with Project Manager (PM) experience in anticipation of a contract award. The ICD 705 SME/PM will play a critical role in ensuring the physical and technical security of the SCIF, safeguarding sensitive information, and maintaining compliance with intelligence community standards. The SME/PM will also be the main point of contact for all contract activities related to the construction site’s security. They will be responsible for all matters related to the processes, operations, schedules, logistics, reporting, briefing, and any other administrative matters related to the project. Collaboration with the government, and working with the general contractor will be required, so strong interpersonal and communications skills are a must. This position requires the SME/PM to be at the location on Oahu, HI.

Responsibilities

  • Serve as the liaison between government agencies, contractors, and other stakeholders involved in the SCIF project.

  • Collaborate with security officials and regulatory bodies to address any security concerns or issues that arise during the design and construction phases.

  • Provide expert technical guidance throughout the design and construction of the SCIF to ensure compliance with ICD 705 standards.

  • Review architectural and engineering drawings to identify and mitigate potential security risks.

  • Work closely with architects, engineers, and construction teams to implement ICD 705 requirements.

  • Conduct pre- and post-construction inspections to verify compliance with ICD 705 standards.

  • Facilitate the certification and accreditation processes, ensuring all documentation, including the Fixed Facility Checklists (FFCs) package and supporting documents, is complete and accurate.

  • Oversee all security personnel on site, including the Site Security Manager, the Construction Surveillance Technician (CST) Lead, CSTs, and Cleared American Guards (CAGs).

  • Work with the Site Security Manager to schedule security coverage for all times construction workers are on site.

Requirements :

Skills

  • Proficient in planning, executing, and overseeing SCIF construction projects.

  • Capable of developing and managing project schedules, budgets, and resource allocation.

  • Strong analytical abilities to identify security vulnerabilities and develop solutions in compliance with the ICD 705.

  • Extensive expertise in interpreting architectural blueprints and engineering drawings.

  • Should possess expert knowledge and understanding of Access Control Systems (ACS) and Intrusion Detection Systems (IDS).

  • Proficient in designing RF-shielded enclosures, including walls, ceilings, floors, doors, and windows, incorporating both basic and advanced electromagnetic theory to achieve the necessary attenuation levels.

  • Skilled in applying engineering principles to ensure continuous and effective shielding without gaps or weaknesses.

  • Well-versed in various RF shielding materials, such as conductive paints, foils, and honeycomb waveguides, with the ability to select the appropriate materials for specific SCIF requirements.

  • Experienced in designing SCIFs with soundproofing considerations for walls, ceilings, floors, doors, and windows.

  • In-depth understanding of all 16 standard construction divisions and security standards, including the technical threats posed by foreign intelligence services.

  • Advanced knowledge of foreign intelligence and counterintelligence devices and techniques.

  • Comprehensive knowledge of telecommunications systems, including wiring, splicing, patching, switching, and how these systems can be exploited for eavesdropping and power clandestine devices.

  • Advanced understanding of electrical systems, including distribution, power, low voltage installations, conduit, and circuit breakers.

  • Ability to use Microsoft Office Suite.

Education/Experience

  • At least 15 years of experience in at least on of the following areas of expertise:

  • Program Management – Security specific field

  • Construction Security Surveillance

  • Technical Surveillance Countermeasures

  • Industrial or Government security involving counterintelligence

  • Construction Quality Assurance

  • Hands on Supervisory Construction

  • At least 10 years of direct experience working on ICD-705 construction projects

  • This can include time working at a project location as a CST, SSC, SSM, or SME

  • At least 5 years in a leadership/management role (SSM or SME/PM) on an ICD-705 Construction Security project(s).

  • Must hold the following certifications from the National TEMPEST School

  • TEMPEST Fundamentals, L3OARXXXXX0T3A, PDS Code 5W1

  • TEMPEST for System Installation and Facility Design, L3OARXXXXXT4A, PDS Code 6IY

  • Must have a graduate level degree (M.A., M.S., or above) from an accredited university in a security or intelligence related field.

Clearance Requirements

The SME/PM will be a U.S. citizen with an active TOP SECRET (TS) clearance with Sensitive Compartmented Information (SCI).
