This is an Engineer I position in the Signal Equipment Design Group in the ITS & Signals Management Section of the Transportation Systems Management & Operations Unit.

This is a Contributing level professional position responsible for the independent application of professional techniques and standards in the preparation of moderately complex electrical and programming plans which are a component of plans, specs, & estimates (PS&E) for deployment on the NC Highway System. This position is responsible for periodic review of electrical and programming plans prepared by private engineering firms. This position is also responsible for providing technical assistance on complex issues and performing field visits as necessary.

Knowledge, Skills and Abilities / Competencies

  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.

  • Demonstrated ability to prepare/review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs.

  • Computer experience including drafting software such as Microstation CADD and Microsoft Office suite including Word and Excel.

  • Demonstrated ability to communicate ideas clearly both orally and in writing, including clear, concise, and organized documents and reports addressing engineering concepts and facts

Management Prefers Applicants:

With the ability to legally operate a motor vehicle for travel statewide (with occasional overnight travel). Ability to traverse rough terrain associated with a roadside environment.

Thorough knowledge and understanding of the principles and practices of electrical engineering as it relates to the design, construction, and maintenance of traffic signals. Good knowledge of the National Electrical Code. Good understanding of traffic signal design. Ability to perform technical analyses and answer questions relating to traffic signal operations, plans, and specifications in a clear, concise manner. Good knowledge of the ITS & Signals Unit Design Manual with extensive knowledge of Part 2 – Signals Management. Good knowledge of the MUTCD with extensive knowledge of Part IV-Signals. Ability to effectively communicate with employees, internal and external customers, and the public on issues within technical responsibility. Ability to express engineering concepts and related facts in a clear, concise, and organized manner. Ability to prepare clear, concise, and organized written technical and administrative documentation addressing engineering concepts. Experience working with local traffic signal controller software packages including OASIS and ASC/3-2070.

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
