Primary Purpose of the Organizational Unit

The Secretary's Office administratively oversees the operation of the DOT, which is geographically dispersed throughout the State and encompasses approximately 13,000 employees. The Department's mission is to provide safe, affordable choices for the movement of all people and products. The system supports and sustains economic opportunities throughout the State. The goal is to have a well maintained, reliable, multi-modal and connected system that is considerate of local land-use plans, natural resources and the environment. The system is planned and operated in partnership with communities, local, regional, state and federal agencies, and private entities. The Transit Division encompasses the multi-modal aspect of the DOT's mission through improving and maintaining the multiple types of transportation utilized throughout our State including Public Transportation (mass transit), Rail, Ferry, Bicycle & Pedestrian Transportation, and Aviation.

Primary Purpose of the Position

This position works as part of the Multi-Modal Transportation consolidated accounting team, which provides functional financial and accounting support for the four modal divisions. The team provides centralized financial reporting and forecasting resources to assist in the completion of short- and long-term budgetary planning, spend plan forecasting, programmatic compliance, and special initiatives support.

The Accountant IV serves as the modes expert on financial analysis, standardized reporting, and documentation of standard operating procedures and modal guidance for Multi-Modal Transportation. Their work serves to help division directors and the Deputy Secretary make informed programmatic decisions and track financial performance.

Work requires complete accuracy and attention to detail. Consequence of error is significant and could result in improper payments of Federal and State funds, delayed payments, misleading performance reports used in significant management decisions concerning project funding commitments and program policy decisions.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of generally accepted accounting principles and practices.

  • Knowledge of current accounting and financial management systems.

  • Demonstrated ability to present results of analysis to program administrators and provide technical guidance.

  • Skills in using ERP systems (SAP experience preferred) and MS Excel to generate customized reporting documents regarding any financial information relevant to the Division’s operation.

  • Demonstrated ability to develop and maintain effective working relationships with associates, other State, Local and Federal officials and the public

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports; or equivalent combination of education and experience.
