Responsibilities Manage a responsive financial management program to ensure availability of resources to meet established milestones and events for research, development, test, and engineering support for future weapon systems. Serve as a senior program analyst responsible for resource management and fiscal oversight of various programs or projects. Provide timely and accurate reporting and program analyses. Maintain financial control over Army resources, budgets, and customer funds received by the organization. Provide expert guidance and direction to elements engaged in the development and implementation of plans and objectives to ensure that actions are in keeping with established fiscal policies and program directives. Review and interpret regulations, policies, and directives received from higher echelons providing input as required. Establish internal policy/guidance within assigned projects or programs. Provide leadership, guidance, and support to junior level analysts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For this job, you must meet the qualification requirement using experience alone--no substitution of education for specialized experience is permitted. SPECIALIZED EXPERIENCE STATEMENT: To qualify for the DE-03 position, applicants must possess at least one year of specialized experience at the next lower pay band of DE-02, equivalent GS-11 experience in the Federal Service which includes: (1) General Fund Enterprise Business System (GFEBS) financial system experience; (2) Experience in financial or budget analysis and/or reconciliation of funding; (3) Knowledge in presenting financial data to higher level officials; and (4) Performing oral and written communication in order to write, interpret, and develop implementing instructions to higher echelon regulations. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Analysis Project Management Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 5 years by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years and may be made permanent without further competition. This Temporary position may be terminated earlier than the NTE timeframe listed on the announcement at management's discretion. Upon termination or expiration, the employee will be returned to their former position that is comparable to his or her permanent position (i.e., same series, grade, pay, and duty location). A three-year trial/probationary period may be required for this Science and Technology Reinvention Laboratory (STRL) position.
