U.S. Capitol Police Director, Office of Logistical Services in Washington DC, District Of Columbia

Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities The Director of the Office of Logistical Services reports to the Chief Administrative Officer (CAO) and is responsible for planning, administering, and coordinating the Department's logistical programs. The incumbent provides executive leadership and direction of the Department’s asset management, property and equipment management, facilities management and space planning, motor fleet management, and occupational safety and health management. This position requires a background investigation and a Top-Secret clearance. The Director is responsible for planning, implementing, administering, and evaluating all aspects of the Department’s comprehensive facilities and logistics programs. This includes establishing immediate and long-term management and evaluation goals; developing and implementing efficient and streamlined program processes, internal controls, and action plans; incorporating strategic goals and key performance indicators; and developing and recommending resource requirements. The Director is responsible for leading the complete range of management functions for the Office of Logistical Services, including budget formulation and execution, resource planning and allocation, and personnel performance and accountability. The incumbent also serves as the key facilitator for formulating, directing, interpreting, and applying facilities and logistics program planning and policy within the Department and in coordination with external stakeholders. In consultation with senior level officials of the Department, the Director is responsible for guiding programs or program changes to meet emerging mission requirements or other developments and is responsible for accomplishing the goals and objectives of the office through personal efforts and management of subordinate staff. Requirements Conditions of Employment You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Qualifications In order to qualify, you must meet the education and experience requirements described below. For the CP-14: Incumbent must have at least 52 weeks of specialized experience to the CP-13/GS-15 level. Specialized experience is defined as 1) Comprehensive and extensive knowledge of strategic and contingency planning. 2) Expert knowledge of functional requirements for logistics operations, as well as impact on logistical policies and procedures. 3) Thorough knowledge of Federal procurement laws, policies, and regulations, as well as experience developing operational policies and standard operating procedures. 4) Experience managing budget operations, including budget formulation and execution. AND A Bachelor's Degree from an accredited college or university. All eligibility requirements must be met by the closing date of the vacancy announcement. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
