The OIG's Audit Division is seeking highly motivated professionals to evaluate DOJ programs and processes, to ensure the intended results, to detect and deter fraud, waste, and abuse of DOJ programs and resources. Responsibilities If you are selected as an Supervisory IT Specialist (Assistant Director of CSITAO), your responsibilities would include, but would not be limited to: Overseeing contractor performance of FISMA and other IT-related audits and ensuring the objective and systematic examination of records, management reports, management controls, policies and practices impacting the operating results of Department IT programs, missions, and operations, are done in accordance with applicable standards, including Generally Accepted Government Auditing Standards (GAGAS) and DOJ OIG policies and procedures. Supervising the planning and execution of FISMA and other IT-related audits or reviews of major DOJ and contractor IT systems, operational methods, assessment risks, management controls, and other IT related activities in accordance with generally accepted information security auditing standards and guidelines. The incumbent also directly supervises an assigned audit staff of multiple professionals. The incumbent is responsible for supervising the planning and coordination of the audit work, reviewing audit products, and monitoring the audit staff in performing assigned audit responsibilities while maintaining contact with key line officials to determine their plans and priorities as related to the audit efforts. Maintains quality control procedures within the team to ensure quality and integrity of project products. For reports, ensures effective implementation of quality control procedures that adhere to applicable GAGAS and OIG policies including working paper preparation and approval, referencing, and required checklists and certifications. Identifying and proposing ways to improve production or increase the quality of audit work and conceptualizing innovation to improve organizational effectiveness and efficiency. Identifying and assessing risk within programs, functional units, and organizations, conceptualizes well-researched, actionable audit proposals that address high-risk or critical matters expected to benefit from independent oversight. Presenting audit findings to stakeholders and, using fact-based arguments, persuades persons or groups when there was disagreement on the merits of recommended actions. Communicates OIG strategic and organizational goals to subordinate staff and inspires staff to engage in meeting these goals. Represents the OIG and/or the Department at conferences and meetings with other federal agencies, private industry, and professional IT and audit organizations. Demonstrates integrity and professionalism in executing responsibilities. Plans and schedules work to be accomplished by subordinates and assigns work both verbally and through various automated systems based on priorities, difficulty, requirements, and capabilities of subordinates. Adjusts priorities as needed. Approves or denies leave as mission dictates. Ensures timely and accurate responses to management and employee requests. Contributes to standard operating procedures for office staff and provides advice or instruction to employees, as needed, on both technical and administrative matters. Identifies and relates ways to improve production or increase the quality of audit work directed and establishes deadlines and priorities for major projects. Requirements Conditions of Employment Qualifications Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, candidates must meet the specialized experience requirements detailed below. Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. To qualify at the GS-14 level, applicants must have one (1) year of specialized experience at least equivalent to a GS-13 position that is in or directly related to planning, coordinating, and overseeing technically complex and comprehensive FISMA-related work, including work performed by contractors. Specialized experience at this level includes: - Knowledge and application of FISMA and other related government-wide IT requirements, such as through performance of FISMA audits and supervising the objective and systematic examination of records, management reports, management controls, policies, and practices impacting an entity's information technology and information security systems, programs, and operations. - Knowledge and understanding of generally accepted government auditing standards as prescribed by the Government Accountability Office and Standards for Internal Control in the Federal Government. - Overseeing contractors through serving as or designating a Contracting Officer's Representative. - Producing high-quality finished products and reports, preparing and presenting thorough briefings to high-level officials, and ensuring milestones are met. - Identifying and assessing risk within programs, functional units, and organizations and conceptualizing well-researched, actionable audit and monitoring programs that address high-risk or critical IT-related matters. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
