Acquisition Program Manager (15.11)

OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for an Acquisition Program Manager. This position is primarily remote and contingent upon contract award.

Specific responsibilities will include but are not limited to:

  • Provide full lifecycle management support of Federal acquisition/procurement operations

  • Lead the coordination and review of documents needed for procurement packages to include Statements of Work, Market Research, Requests for Information, Determination and Findings, Independent Government Cost Estimates, Acquisition Plans, Independent Government Cost Estimates (IGCEs), Request for Clarification review and responses, etc.

  • Lead evaluating and documenting proposal reviews, program/project milestone review planning and coordination, and creation of spreadsheets, database, presentation, media/graphics for reporting maintaining status updates.

  • Assist with development of Memorandum’s of Agreement, Service Level Agreement or other forms of Agreements in support of pending joint contracting activities and plans within NGA as well as with other organizations.

  • Oversee technical requirements personnel with understanding contracting processes and approaches.

  • Assist with development and documenting of business processes for the team’s operations and overall business process improvement planning and suggestions.

  • Possesses demonstrated knowledge, experience, and ability in the development of business solutions, acquisition support, recommendations for business/process improvement, or outcomes across multiple complex tasks and/or organizations.

  • Acquisition support knowledge may include strategy, planning, requirements and/or documentation development, compliance reviews of acquisition documents and forms, and other relevant activities necessary to support client acquisition activities.

  • Manages all program activities and exercises control over personnel responsible for specific functions or phases of a program

  • Responsible for the cost, schedule and technical performance

  • Acts as primary point of contact for all activities, leading program review sessions to discuss cost, schedule, and technical performance

Requirements

Qualicatations:

  • Government contracting or acquisition experience and ability to clearly define requirements.

  • Demonstrated understanding of the Federal Acquisition Regulations (FAR) and supplemental documents

  • Cost/Price Analysis expertise.

  • Proficiency with Microsoft Office Suite applications (Excel, Word, PowerPoint).

  • Ability to work in a dynamic work environment and being able to respond to short deadlines.

  • Ability to manage and oversee the work of a team on a broad spectrum of scope areas such as business operations, stakeholder management, acquisitions, and procurement operations

  • Strong interpersonal skills with ability to interact with all levels of professionals in a team environment

  • Excellent client-facing and internal communication skills

  • Ability to build and manage highly effective teams that are both on-site and remote

  • Strong analytical skills, superior problem-solving skills, and demonstrates critical thinking

  • Proven ability to anticipate requirements and proactively address new tasks to completion

  • Excellent verbal and written communication skills

  • Proficient in interacting with Senior Leadership/Executives

  • Strong attention to detail

  • Ability to prioritize and multitask in a fast-paced environment

Requirements:

  • Experienced in Federal Procurements and the Federal Acquisition Regulation (FAR)

  • Must possess at least 8 years of relevant work experience

  • Bachelors' Degree in a related field

  • Senior FAC-C or DAWIA Level 3 certification is required.

  • Must be a US Citizen

  • Must be able to obtain or retain a Public Trust clearance.

  • The investigation will involve a credit, fingerprint, and law enforcement agency check

Benefits

Salary Range: $140,000-$180,000 to commensurate with experience, education, etc.
