DHS Headquarters Budget Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Homeland Security (DHS), Science & Technology Directorate (S&T). The primary purpose of this position is to advise and formulate budget requirements for all phases of work concerning the budget cycle. Non-BU: This is a non-bargaining unit position. Responsibilities As a Budget Analyst, GS-0560-13/14, your typical work assignments may include the following: Planning, organizing, and carrying out a major, substantive budget for a significant program component. Ensuring the effective integration of program and budget planning. Performing a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a bureau or major component(s) of the Department of Homeland Security. Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Organizing and implementing a major, substantive budget for a significant program component. 2) Executing a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a bureau or major component{s). 3) Providing long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives. 4) Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones. You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Developing and implementing guidelines, procedures and/or controls for a financial management program. 2) Reviewing annual budget requirements to recommend improvements. 3) Providing authoritative interpretations of Executive orders, OMB guidelines and directives, and policies and precedents within and across agency lines. 4) Reviewing, approving, disapproving, and recommending the amount and timing of allotments of funds to agency components and programs. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
