SummaryThe Business Analyst works on the coordination of activities to leverage, optimize, and maximize the return on investment of data assets to support the achievement of the Board's mission and strategy. The Business analyst provides strategic data analysis, data modeling, information flow analysis, meta-data and taxonomy direction in support of Board mission.
Duties and Responsibilities- Participates in a number of information architecture and data management efforts. Researches, analyzes, and reviews business process, data and information flows into, across, and out of the Board and System.
- Supports business process and information flow re-engineering as needed to meet Board data management and optimization goals.
- Leverages the OCDO’s business process engineering (BPE) and metrics framework on data governance and quality efforts. Supports the analysis of metrics and helps to quantify business risk and value associated with data governance and data quality efforts. Contributes to the ongoing thought leadership in the continuing development of OCDO’s business process engineering (BPE) and metrics framework.
- Supports the development of data quality strategies in line with the Board’s business strategy and goals. Works with business owners and data stewards to define and establish data quality rules and definitions consistent with division and organization strategies.
- Analyzes and reviews industry best practice with regards to meta data, taxonomy development, open data, and data dissemination. May develop appropriate methodologies, policies and procedures for collecting, storing, analyzing, and presenting data products.
- Communicates with clients in a thoughtful and effective manner that helps foster strong relationships.
- Participates on Board and System working groups and committees as needed.
- Develops own professional skills. Identifies appropriate directions for own professional development, and initiates activities to bring about that development.
Position requirements: Strong knowledge of data and metadata management principles, business analysis and process engineering acquired through completion of a bachelor's degree in business, economics, finance, information science, or related field.
FR-26 grade requires a bachelor's degree in business, economics, finance, information technology or related field and a minimum of 5 years of related experience or a master's degree in a related field and 3 years of related experience.
FR-27 grade requires a bachelor's degree in business, economics, finance, information technology or related field and a minimum of 6 years of related experience or a master's degree in a related field and 4 years of related experience.

As a Business Analyst/Metadata Specialist, you will support metadata management operations and administration of the Board's comprehensive data inventory.
Your experience in all phases of the data lifecycle and team-oriented collaboration will drive the transformation of our data management program. A customer focused mindset is critical in facilitating this transformation and in supporting our data users' business needs. Must possess clear, concise, and effective verbal and written communication, including the ability to effectively communicate with technical personnel, business customers, and management, and proven ability to think conceptually and abstractly. Crisp business execution and project management rigor are required along with a demonstrated commitment to a strong customer service philosophy.
Preferred Skills include:
· Master's degree in information science or related field
· Certification as a Certified Data Management Professional, Six Sigma, or Project Management Professional
· Knowledge and experience in semantic modeling (ontologies and controlled vocabularies, knowledge graphs, and graph databases)
· Knowledge and experience analyzing the meaning and usage of information within large complex organizations
· Background in finance or economics
· Expertise in using semantic tools; familiarity with semantic web technologies
(RDF/s, OWL), query languages (SPARQL), and validation/reasoning standards (SHACL, SPIN)
· Strong knowledge of organizational change, policy development, and strategic planning
· Strong written and oral communications
· Critical/analytical thinking
· Consulting experience
Writing samples will be requested. This position is located in Washington DC and will require on-site presence of 4 days per month and as business needs require. Relocation assistance is available.
