Summary The position serves as the Community Supervision Officer (DVIP) located in the Office of Behavioral Intervention (OBI) within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia. Responsibilities The incumbent is a Community Supervision Officer (DVIP) working with the Domestic Violence Intervention Program (DVIP). The Community Supervision Officer (DVIP) participates in supervising offenders, monitoring their activities, and assessing their compliance with the terms and conditions set forth by the releasing authority. Participates in ensuring the completion of assessments and diagnostic evaluations that determine the offender's need for assistance, such as psychological counseling, substance abuse treatment, skills training and education, medical treatment, and community and family support. Investigates the background of criminal offenders to identify factors that determine their level of risk related to offender supervision. Assesses the offenders need for assistance and reviews their progress under supervision. The Community Supervision Officer (DVIP) or CSO (DVIP) is in the Office of Behavioral Interventions (OBI), further assigned to the Intensive Cognitive Behavioral Intervention Unit (ICBIU) and facilitates interventions, conducts assessments, case management, collaborates with internal and external stakeholders, makes recommendations, and compiles data for reports. The CSO (DVIP) monitors participation and progress in interventions and serves as an integral member of the Interdisciplinary Team. The CSO (DVIP) is in the ICBIU and facilitates interventions, conducts assessments, case management, collaborates with internal and external stakeholders, makes recommendations, and compiles data for reports. The CSO (DVIP) maintains certifications and training, research and evidence-based interventions that address the offender's criminogenic risk and needs to ensure that interventions are facilitated with fidelity. Identifies potential problems and adapts established protocols to resolve unprecedented issues that arise in investigating offenders' backgrounds. Assesses offenders' lethality, danger levels, criminogenic risks and needs to evaluate the requirement for and level of risk related to community supervision. Investigates the criminal and documented history of criminal offenders to identify factors that determine their level of risk related to public safety utilizing a risk/needs assessment actuarial instrument. Facilitates research- or evidence-based cognitive behavioral interventions in different modalities. Independently addresses serious and complicated casework. Determines individualized intervention needs, monitors progress, and makes changes and recommendations based on progress and responsivity. Interviews the victim to further assess and/or evaluate the victim's relationship with the justice involved individual, and document findings. Facilitates evidence-based and research-based abuse intervention and domestic violence intervention programming. Facilitates cognitive behavioral interventions. Employs and adapts a broad range of techniques for monitoring offenders' progress with the domestic violence conditions. Requirements Conditions of Employment Qualifications To minimally qualify for the Community Supervision Officer (DVIP) position as a GS-12, you must meet all the following requirements list below. This position has a positive education (or years of related experience) requirement. To initially qualify for this position, you must meet one of the Basic Requirements described below: 1. Basic Education or Four-year Experience Requirement Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that includes a major field of study directly related to behavioral or social science, or related disciplines appropriate to the position. Related discipline must include at least 24 semester/36 quarter hours in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 2. Specialized Experience Requirement In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11 or equivalent in other pay scales) in the Federal service, which demonstrates the ability to perform the duties of the position. Serving as a Community Supervision Officer (CSO) or similar position working with parolees and/or criminal offenders on probation with all the defined duties and responsibilities listed below. 1. Assessing parolees or criminal offenders which include: Conducting background investigations of criminal offenders on probation or parole in order to identify factors that determine their risk level in relation to public safety. Identifying potential problems that may arise after performing criminal background investigations. Assessing the offenders' need for further assistance such as psychological counseling, substance abuse treatment, skills training and education, medical treatment, social service programs, and additional support from family and the community. Developing a supervision plan based on the assessment outcomes or findings. 2. Case Management Handling all aspects of case management for a large caseload to include collecting and analyzing information, preparing case history, interviewing parolees or criminal offenders as a means of gathering data for casework. Maintaining regular contact with parolees or criminal offers released on parole. 3. Supervision of Criminal Offenders on Probation or Parole Supervising and monitoring offenders or parolees for compliance with the conditions of parole or probation. Having regular meetings with parolees or criminal offenders on parole or probation are conducted to assess their current status, including mental health, living conditions, and societal adaptation, as well as their accountability and overall well-being. Attending revocation hearings and making court/parole commission appearances. Providing recommendations to the courts on the continuation or termination of supervision based on experienced investigation and assessment of the offenders' criminal and social background, circumstances, and current supervision compliance behavioral activities. 4. Providing Intervention Services for Parolees or Criminal Offenders on Probation Creating and managing programs and activities aimed at helping offenders make constructive decisions that contribute to their success during supervision. Using evidence-based interventions that combine rehabilitation principles, deterrence, procedural justice, and collaboration to reduce recidivism. Possessing a robust understanding and experience in applying Cognitive Behavioral Therapy (CBT) or Cognitive Behavioral Intervention techniques to assisting individuals with diverse mental health conditions. 5. Demonstrative knowledge of Domestic Violence Abuse and Domestic Violence counseling. (Not required but preferred). Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
