Job Description

The Director, U.S. Policy, Government Affairs will support the U.S. Policy & Analytics team, the Federal Government Affairs team and the State Government Affairs team by monitoring, tracking, and analyzing key U.S. federal and state public policy issues that could impact AbbVie and the patients we serve. The Director will be lead within the U.S. Policy & Analytics team for all federal and state level legislative and regulatory developments related to commercial health insurance and Medicaid. The Director will also lead on state legislative drug pricing trends, including Prescription Drug Affordabiltiy Boards (PDAB) and state 340B-related issues. The Director will work with internal stakeholders to determine the impact of proposed policies on AbbVie, guide development of policy positions, and work with the Federal and State Government Affairs team to develop strategies to mitigate negative policies and advance proactive policies, informed by a deep understanding of business priorities and strategy. The Director will also identify emerging federal and state policy trends of interest to AbbVie and develop recommendations on how to prepare for threats and opportunities. The Director will be responsible for communicating changes in policies, trends, and/or other significant developments at the federal level and in the states to key internal stakeholders and co-developing strategies with internal colleagues to support our business objectives. The Director will also support the Federal and State Government Affairs team in developing advocacy materials and messages that clearly articulate AbbVie’s position and/or strong counter arguments. The Director will be the strategic partner to senior leaders in the organization leading Federal Government Affairs, State Government Affairs, Global Policy & U.S. Access Strategies, Public Affairs, Market Access and Legal work focused on federal and state policy issues. The Director will set the federal and state policy priorities and strategically engage partners to generate enterprise-wide support and resources necessary to accomplish our goals.

Core Responsibilities

  • Monitor, track, and analyze legislative and regulatory developments that impact AbbVie and its products at the federal and state level.

  • Work with internal stakeholders to determine how federal and state legislative and regulatory developments impact AbbVie and the patients we serve.

  • Identify emerging public policy trends that could impact AbbVie and the patients that we serve.

  • Develop clear and effective communications to ensure that internal AbbVie stakeholders are aware of and understand key issues and developments at the federal and state level.

  • Provide internal expertise on federal and state policy and develop policy materials such as talking points, policy papers, and legislative/amendment language, in collaboration with legal, to support Federal and State Government Affairs colleagues in driving adoption of AbbVie priorities and policy positions.

  • Develop novel policy ideas/options in collaboration with internal AbbVie stakeholders and ensure that positions are aligned with key business objectives, in collaboration with the key partners.

  • Create persuasive materials and compelling messages for the Federal and State Government Affairs team to utilize in their communications with policymakers and third- party stakeholders.

  • Work closely with the GA Therapeutic Area Strategies team and above brand internal colleagues to understand brand strategies and incorporate key insights into policy analyses and development.

  • Develop, direct, and manage external analysis, projects, and other initiatives supported by external consultants.

  • Ensure alignment with International Policy functions to ensure global consistency of AbbVie’s public policy positions.

  • Represent AbbVie in external policy discussions, as needed, to position AbbVie as an industry thought leader.

  • Lead discussion with senior leaders at AbbVie to garner cross functional support for our initiatives including leaders in Federal Government Affairs, State Government Affairs, Global Policy and U.S. Access Strategies, Public Affairs, Legal and Market Access.

Key Stakeholders

Internally – Federal Government Affairs, State Government Affairs team, U.S. Policy & Analytics team, Therapeutic Area Strategies team, Government Affairs leadership, Legal, U.S. Market Access and brand teams.

Externally – consultants, third party groups, and peer companies.

Qualifications

Qualifications

  • Minimum ten years of experience in progressively more responsible roles.

  • Must possess significant experience in the public policy arena with knowledge of government affairs, public policy, and/or the law.

  • Relevant experience in health care with a focus on pharmaceuticals policy preferred, as well as an understanding of the role of government agencies in health policy, especially at the federal and state level, and an understanding of the interaction between state & federal issues.

  • Ability to identify policy opportunities and challenges, and to develop concise and persuasive public policy positions and other written materials within the context of the political environment.

  • Exceptional communicator (verbal, written, presentations). Ability to effectively communicate public policy information and positions to internal and external stakeholders.

  • Must be able to work collaboratively with peers, handle ambiguity well, and enjoy working in a collegial, yet fast-paced and high performing environment.

  • Strong analytical, critical thinking, and organizational skills; strong attention to detail.

  • Bachelor's degree in related field such as health care administration, political science, public administration, or public policy required. Advance degree preferred (MPH, MBA, JD, MPP).

  • Candidates must have a comprehensive knowledge of all Microsoft Office applications.

  • Some domestic travel (15 percent) required.

  • The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future.​

Salary: $151,500 - $288,000
