Federal Aviation Administration Financial Analyst in Washington, District Of Columbia

Summary The Office of Budget and Programs (ABP) develops FAA budget requests and provides budget justifications to the Department of Transportation Budget and Performance Office, the Office of Management and Budget, and various House and Senate committees. Responsibilities The Financial Analyst is a recognized subject matter expert in financial management and performs duties that include providing leadership for highly complex and challenging activities under the minimal direction of management, senior analyst or the division manager. May act as a principal Financial Analyst or team lead to define and direct projects/programs and work activities. The position share responsibility for the performance of programs and/or projects and work activities within the Operating Budget Division. The Operating Budgets Division (ABP-200) is responsible for the formulation and execution of the Agency's $12 billion Operation and $600 million Facilities and Equipment (F&E) Activity 5 multi-year appropriations. The organization provides financial services and analysis across lines of business and staff offices and leads the budget planning and execution processes for the Agency. Budget Formulation includes preparing the FAA Office of the Secretary of Transportation (OST)/Office of Management and Budget (OMB)/President's Budget Narratives & Exhibits. Budget Execution proceeds by means of distributing Financial Integrated Tool (FIT), spend and hiring plans and conducts reviews for Operations and Activity 5 appropriations. The Division oversees FAA Assessments, is responsible for year-end closeout for Operations and Activity 5, Working Capital Fund, Training Waivers, Payroll Forecasting, and provides Financial Services Analysis. The Financial Analyst provides data analysis on operation appropriations and spending controls for FAA lines of business and staff offices. Uses analytical tools to conduct complex analyses of multiple funding sources. Applies experience and expert knowledge to projects and programs that may require the development of new and innovative approaches. Analyzes internal hiring plans for compliance and makes recommendations to resolve recurring or arising problems. Tracks, monitors and analyzes the use and rate of expenditure of budgeted funds through continuing dialogue with program offices, review of written documents, and examination of financial records. Applies specialized experience and comprehensive knowledge in providing oversight of the FAA's $10 billion Operations budget and $498 million F&E Activity 5 budget. Where required, may manage funding allocations and monitor performance against expenditures to ensure funding resources are available to meet fiscal year goals and objectives. The incumbent may conduct payroll analysis of FAA's $8B + payroll for over 40,000 full time employees (FTEs). May also conduct quarterly financial performance reviews with the Financial Managers representing the 14 lines of business (LOB) and staff offices (SO), focusing on program performance, resource allocations, spend plans, variance analysis, and funds reconciliation. May serve as F&E Activity 5 lead, performing budget and planning integration in close coordination with Air Traffic Organization (ATO), NextGen (ANG), and Aviation Safety (AVS). The Analyst may lead formulation activities for the F&E Activity 5 budget for submission to Department of Transportation (DOT) and OMB, including the budget narratives and various exhibits of staffing and dollars requirements at the LOB/SO level. Establish Activity 5 full-year allotments and allowances, where applicable. Serve as senior financial lead for year-end close out, including meetings with Acquisitions and ABA senior management, and approve agency end-of-year procurement requests if required. Work activities typically impact directly on the agency goals of one or more of FAA major subdivisions or LOB/SOs. The Analyst works independently with little oversight to monitor data and ensure workable solutions for sustaining financial operations. Additionally, other related duties may be assigned by management as needed. Requirements Conditions of Employment We are not accepting applications from noncitizens. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: Experience developing complex financial models; and experience tracking, monitoring, and analyzing the use and rate of expenditure of budgeted funds.
