Federal Aviation Administration Financial Analyst in Washington, District Of Columbia
Summary The Office of Budget and Programs (ABP) develops FAA budget requests and provides budget justifications to the Department of Transportation Budget and Performance Office, the Office of Management and Budget, and various House and Senate committees. Responsibilities Recognized subject-matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Acts as a principal specialist to develop new and innovative approaches, methodologies and/or techniques to define and direct challenging projects/programs/activities. The incumbent will translate broad information and concepts into clear and concise correspondence, reports, policy, presentations, and procedures for a variety of audiences. Provides leadership in the formulation, editing, and preparation of the agency's budget submissions to DOT, OMB, and Congress. Applies experience and expert knowledge to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Provides expert guidance and instruction both internally and externally to address diverse complex issues which often cross multiple projects, programs and/or functional areas. Contacts are internal and external. Represents the major subdivision and LOB/SO as principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Prepares, reviews and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Prepares the Administrator for appropriation hearings, including drafting of background papers, Q&As, and coordination of briefing books. Coordinates responses to Congressional inquiries and Questions for the Record. Assists in providing technical assistance to congressional appropriations committees. Provides support and tracking of Congressional appropriations bills and supporting documents and key updates on congressional and aviation-related matters of interest. Responds to various budget data requests by solving a wide range of data collection and analysis challenges and presenting findings and recommendations effectively. Works collaboratively with teams comprised of technical and managerial staff representing a range of occupational specialties. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole. ABP-100 serves as the principal advisor to the Director of Budget and Programs on congressional appropriation issues, and as the liaison between the FAA and congressional appropriations staff for all appropriations related issues. ABP-100 manages FAA responses to congressional appropriations committee staff and coordinates, analyzes, reports congressional actions and pending actions. ABP-100 prepares the Administrator for congressional hearings and maintains the Airport and Airway Trust Fund Model used to calculate outlays and Trust Fund balances. ABP-100 coordinates the Office of Secretary Of Transportation(OST), Office of Management and Budget (0MB) congressional budget formulation process for the FAA across all FAA accounts; Appeal Process for OST/OMB Budget Passback, participates in the preparation of the annual Performance and Accountability Report (PAR). Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations as situations require. Works with senior management to identify and resolve problems. Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: Experience collecting and analyzing financial data across systems, and experience in - formulating, drafting, or reviewing budget justification documents.
