HRS employs HR consultants, psychologists, IT specialists, faculty, and program managers to assist Federal agencies in achieving their missions by partnering with them to develop leaders, attract and build a high-quality public-sector workforce, and transform the agencies into high performing organizations.
Background
The Staff Acquisition Group (SAG) within HRS provides recruitment, staffing, and onboarding support to Federal customers across Government through reimbursable agreements. These services are aligned with the Human Capital Business Reference Model (HCBRM), which defines the end-to-end lifecycle of Federal Government Human Capital Management (HCM). In support of the Federal Chief Human Capital Officers’ (CHCO) vision of achieving government-wide common user experience, the HCBRM is the model to structure and standardize the Federal HCM. Position Objective: Provide services as a HR Specialist in support of the overall functions of the United States Office of Personnel Management (OPM), Human Resources Solutions (HRS), Staff Acquisition Group (SAG), Talent Acquisition Services (TAS) II. The HR Specialist is responsible for managing and executing a variety of human resources functions, including examining, reviewing, screening, in-processing, and onboarding of new employees. This role requires a high level of attention to detail, excellent organizational skills, and the ability to handle sensitive information with discretion. The HR Specialist will work closely with department managers and other HR team members to ensure a smooth and efficient hiring process that aligns with the organization's goals and compliance standards.
Duties and Responsibilities:
Examining and Review:
Conduct thorough examinations of applicant qualifications and backgrounds to ensure compliance with job requirements and organizational standards.
Review application materials, resumes, and cover letters to identify suitable candidates for further consideration.
Collaborate with hiring managers to understand specific job requirements and expectations.
Screening:
Perform initial screening interviews to assess candidate qualifications and fit for the organization.
Utilize various screening tools and methods, including phone interviews, assessments, and reference checks.
Maintain accurate and detailed records of candidate interactions and evaluations.
In-Processing/Onboarding:
Coordinate and facilitate the in-processing of new hires, ensuring all necessary paperwork and documentation is completed accurately and timely.
Develop and implement onboarding programs to integrate new employees into the organization effectively.
Serve as the primary point of contact for new hires during the onboarding process, addressing any questions or concerns.
Compliance and Documentation:
Ensure all HR processes comply with federal, state, and local employment laws and regulations.
Maintain up-to-date and accurate employee records and files.
Assist in the development and implementation of HR policies and procedures.
Collaboration and Communication:
Work closely with HR team members and department managers to ensure a cohesive and efficient hiring process.
Communicate effectively with candidates, providing timely updates and feedback throughout the hiring process.
Participate in HR meetings and contribute to continuous improvement initiatives.
Support applicant reviews, full examining, and other HR tasks as required.
Basic Qualifications:
Maintain current Delegated Examining certification.
Minimum two years of experience in applicable HR functions.
Strong understanding of federal HR laws, rules, and systems.
Demonstrate staffing agility to meet varying workload demands.
Minimum Qualifications:
Experience with USA Staffing® Upgrade is preferred.
Ability to communicate effectively, orally and in writing, with non-technical and technical staff
Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
Shall be able to read, write, speak, and understand English.
