Treasury, Departmental Offices Management and Program Analyst (SENIOR CONSULTANT) in Washington, District Of Columbia

Summary This posting is for a senior consultant position within the Office of Strategy, Planning, and Performance Improvement (OSPPI) internal management consulting team. The consulting team partners with clients in Treasury to plan and carry out customized management and operational improvement projects. Consultants have the opportunity to work with leaders across the Department to help them set operational strategy, solve problems, and strengthen teams. Responsibilities As a Management and Program Analyst (SENIOR CONSULTANT) The following are the duties of this position at the GS14. Project Management. Serve as a consulting project manager who works with senior-level clients to define and scope the given problem/opportunity, develop project objectives and plans to meet those objectives, assemble a project team, manage the performance and changes of the activities in the project plan, and create and share project deliverables. Client Management. Provides advice and expertise to Departmental clients by collecting and analyzing qualitative and quantitative data as part of a consulting project, generally in the areas of program strategy, change management, employee engagement, project planning, process improvement, and session facilitation. Project Team Leadership. Serves as the leader of consulting project teams. Sets and shares objectives, sets deadlines, delegates tasks, oversees the day-to-day operation of the project activities, provides coaching and feedback to team members, monitors and addresses project risks, helps team members resolve problems, elevates issues as needed, and creates a positive, collaborative team environment. Facilitation. Leads a wide variety of facilitated events, ranging from small strategy discussions to large-scale town hall style gatherings. Determines session goals, plans agendas, develops activities, creates materials, facilitates engagements, and evaluates results. Planning, Evaluation, and Problem-Solving. Studies established Department-wide programs, operations, and organizational structures using new or modified analytical techniques and evaluation criteria to improve the efficiency of operations. Develops methods to improve effectiveness, establishes criteria to measure program accomplishments, and develops new approaches for program evaluation. Identifies and analyzes problems with and/or deficiencies in current operations and makes recommendations for improvement. Program Management. Conducts long-range studies for implementation for major program areas, which involves developing strategies for project development, conducting research relevant to programs, and developing plans to accomplish long-range program goals. Researches and investigates new or improved business and management practices for application to agency programs or operations. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes experience management consulting work for federal government programs to improve operations and results of those programs. Examples of such experience could include: - Experience in consulting practices such as project management, program planning, facilitation, problem definition, project scoping, process mapping, data analysis tools and techniques, change management, and other problem solving and related areas to generate and advise on new theories and processes.; OR - Experience independently, or as a group leader, exercising project management responsibility for complex engagements and studies related to analyzing and improving organization-wide or division-level programs and processes, including but not limited to business processes, program policies, and/or systems processes in light of long- and short-range organizational goals.; OR - Experience in project and program management, written and oral communications, meeting and group facilitation, client management, problem-solving techniques, and organizing large stakeholder meetings and events. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
