U.S. Coast Guard Management & Program Analyst in Washington, District Of Columbia

Summary This vacancy is for a GS-0343-12/13, Management & Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, EXECUTIVE ASSISTANT STAFF. Responsibilities You will serve as a Management & Program Analyst and be responsible for ensuring task coordination within and between other CG headquarters directorates; coordinating responses to external executive level tasking and communications; coordinating responses to Congress, Office of Management and Budget (OMB), Department of Homeland Security (DHS), Deputy Commandant for Mission Support (DCMS) elements; assessing CG-1 front office resource needs; and conducting a variety of other activities associated with CG-1 Directorate business activities.. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Coordinating and facilitating executive correspondence through internal and external tasking and queries and manages the concurrent clearance process. Developing, coordinating, facilitating, implementing and maintaining for the executive correspondence program. Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, or unauthorized use. Collecting and maintaining pertinent data and conducting program/budget planning studies for projected programs. Promotion Potential: If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s). Qualifications To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience must include the following: Gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; Requiring the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables; Assignments usually consist of issues, problems, or concepts that are not always susceptible to direct observation and difficulty is encountered in measuring effectiveness and productivity due to variations in the administrative processes studied. To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Analyzing and evaluating activities and identifying resources required to support varied levels of CG-1 front office operations; Evaluating technical and functional objectives, program goals, fund availability, and status information for projects; Determining alternative course of action and recommends changes in program goals based on tradeoffs in time, cost, and manpower requirements. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
