The Office of Tribal Health focuses closely on its mission and vision, to strengthen VHA's commitment to American Indian and Alaska Native Veterans by supporting exceptional health care and well-being, while elevating the American Indian and Alaska Native Veteran's health care experience by providing culturally informed guidance and serving as a national-level strategic advisor. The incumbent works under the supervision of the Deputy Director, VHA Office of Tribal Health, and will serve as the Community Outreach Manager for the Office of Tribal Health, independently performing duties at the White House, National VACO program office, Tribal government (Nation-to-Nation), Veterans Integrated Service Network (VISN), VA Medical Center (VAMC), and front-line Tribal community levels. The Community Outreach Manager will serve as the liaison between internal and external strategic partners, engaging in national-level outreach and program management. The incumbent performs the following major duties and responsibilities: Build and maintain relationships, connecting and collaborating with Tribal communities to develop trust, and partnerships, while coordinating with leadership and high-visibility stakeholders. Conduct and facilitate high-visibility meetings and engagements that can involve complex and challenging topics. Communicate and implement team strategies, goals, objectives with stakeholders to support coordination of health care products, services, and access to better serve American Indian and Alaska Native Veterans. Navigate and partner publicly with diverse internal and external stakeholders, including but not limited to Tribal Veterans and their communities, VA/VHA leadership and staff at the national and VISN/field levels, congressional staffers, and White House staff, etc. Support training and education programs designed to enhance wellness and community building with American Indian and Alaska Native Veterans and their communities. Liaise with VA/VHA and personal contacts to resolve problems, obtain expedited decisions on urgent matters, and otherwise assist in obtaining responsive action for various tasks. Lead or participate in integrated project teams, workgroups, task forces, etc., to contribute to the analysis and resolution of problem areas and/or completing priorities established by VA/VHA Leadership. Analyze possibly-conflicting information and present mission-critical situation reports to VA/VHA Leadership for final disposition. Solicit and consider feedback from internal and external stakeholders and coordinate with appropriate parties to maximize the feedback to facilitate an open exchange of opinion from diverse groups and strengthen internal and external support of American Indian and Alaska Native Veterans and their communities. Plan, coordinate, develop, promote and/or provide information or services to support the national program office and VISN/field partners to support continued progress on programs and strategic planning involving American Indian Veterans and their communities. Partner with SMEs to develop and socialize information for release in the form of newspaper, radio, television, website or other formats such as fact sheets, talking points, brochures or pamphlets. Performs other duties as assigned. Work schedule: Required to work Monday through Friday, 8:30 am to 5:00 pm (Compressed/Flexible Schedule: Available). Telework: Available (applicant is required on site 50% of work schedule per pay period) Remote: This is not a remote position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You will qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Local and national-level knowledge of American Indians and Alaska Native Veterans, their communities, culture, protocol, specific health care needs and challenges and ability to interact with Tribal Leaders and Citizens in a cultural appropriate manner. Thorough knowledge and skill, in analytical, qualitative and quantitative techniques to identify, evaluate and recommend to management appropriate administrative interventions to resolve complex problems and issues. Skill in developing new methods, approaches, initiatives, and procedures to effectively manage a successful community outreach program. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
