ASRC Federal Data Networks Corporation (DNC) is seeking an Operations and Management Specialist for a position supporting the NOAA Office of Space Commerce Chief of Staff in Washington DC.
Background Summary :
The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), Traffic Coordination System for Space (TraCSS) is being developed to fulfill the 2018 US National Space Council released Space Policy Directive 3 (SPD-3), which instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. This was identified as a ‘whole of government’ approach, and the organization identified to lead many of the efforts was NOAA OSC, in the US Department of Commerce (DOC). TraCSS is the Department’s enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. TraCSS will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry. The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.
ESSENTIAL JOB FUNCTIONS
This Operations and Management Specialist position will join the Traffic Coordination System for Space (TraCSS) Technical Engineering and Operations Support Services (TEOSS) contract team. The candidate for this position will directly support the NOAA Office of Space Commerce, Chief of Staff in the areas of research and analysis, communications, task management and tracking, industry and international engagement, correspondence and memoranda and meeting and logistics support.
Duties may include, but are not limited to, the following:
Prepare materials in support of OSC budgetary and legislative proposals, briefings, and reports to Congress;
Support OSC interagency dialogues and reports;
Collect, track, analyze, and report performance metrics for OSC and the Department’s implementation of DOC Strategic Objectives;
Draft, prepare, edit, and review written and verbal communications for OSC leadership for internal and external engagements, including speeches, news and press releases, and testimony;
Maintain contact database of staff and leadership in the international commercial and civil space sectors, including at embassies, in foreign space agencies, and in foreign industry;
Maintain database of current commercial space companies, capabilities, funding, operations, and engagement to-date with OSC;
Track and coordinate OSC’s engagements with the Executive Office of the President, Department of State, NASA, Department of Defense, and other interagency partners;
Establish and maintain a coherent, software-based task management system;
Maintain spreadsheet of upcoming speaking engagements;
Track daily, weekly, and monthly tasks assigned to OSC and its divisions;
Monitor all emails addressed to OSC’s public address and respond to such emails, as appropriate, or assign response to staff members based on their areas of expertise;
Draft professionally worded emails and memoranda to executives for review by senior management;
Compile briefing memos, including biographies and company information from the Internet along with other necessary background information and context;
Reserve conference rooms using online reservation system;
Prepare and distribute meeting invitations, agendas, slides, and other materials in coordination with Chief of Staff
Coordinate logistics with external guests and partners
Work Environment and Physical Demands:
Work in hybrid combination of typical onsite office building (3-days per week) and remotely during a standard 40-hour week. Occasional deadlines or operational conditions require non-standard/longer hours or additional onsite support. Infrequent travel required.
Place of performance will be the NOAA Office of Space Commerce headquarters located at the Herbert C. Hoover building in Washington DC.
KNOWLEDGE, SKILLS and ABILITIES
Bachelor’s degree
1-5 years of experience
Excellent verbal and written skills
Highly Desired:
Current experience supporting senior management
Experience working in support of a U.S. government institution
Advanced use of Google Workspace and Microsoft tools; Excel, Visio, PowerPoint, Access
Ability to create and conduct informative and high-quality presentations on complex subjects
Current NOAA or NASA security badge
