Summary This position is located in the Personnel Security Office (PSO), Federal Trade Commission (FTC), PSO is responsible for the Personnel Security and Suitability Program (PSSP); developing PSSP policies and procedures; coordinating the initiation of background investigations; overseeing the adjudication of completed investigations; maintaining personnel security files; and making final decisions on the adjudication of suitability determinations regarding FTC personnel. Responsibilities If you are selected for this Lead Personnel Security Specialist position, you will perform the following duties: Reviews position sensitivity levels and works with Human Resources personnel, Bureau managers, CORS and staff to ensure that position sensitivity designations for existing and newly created positions are accurate, and that the positions themselves reflect accurate information. Ensures security packages, and all associated actions are closely monitored for compliance with FTC Directives, policies and Standard Operating Procedures (SOPs). Reviews and evaluates reports of investigations with multiple and/or complex issues to determine the quality and completeness of the investigation for adjudication. Reviews reports of investigations, personnel files, and other material to adjudicate suitability, fitness, or eligibility for a security clearance or to hold a sensitive position. Develops and implements policies and SOPs for initial and continuous vetting activities. Prioritizes and assigns workload to meet established timelines or other service level agreements. Communicates goals and objectives to meet the agency's or organization's overall mission or vision. Provides feedback on performance. Requirements Conditions of Employment Qualifications To qualify for a Lead Personnel Security Specialist, at the GS-14 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Reviewing and processing requests for personnel security investigations; Establishing policies and/or procedures for a personnel security program; Creating and/or maintaining personnel security cases and/or rosters; and Evaluating reports of investigations to recommend a final adjudicative determination Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitute at this level.
