Job Description

MARKETING STATEMENT

The Police Training Criminal Law Manager will work in The Metro Transit Police Department (MTPD), which is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Police Training Criminal Law Manager provides criminal law instruction and training to MTPD recruits/students for Virginia, Maryland and the District of Columbia, as well as manage the Police Academy criminal law instruction program. The incumbent teaches classes and instructs police officers in the Basic Schools and In-service programs. The manager prepares and maintains lesson plans; prepares and validates test questions; conducts research and prepares publications. The manager briefs Academy staff of legislative issues that directly affect law enforcement related training and acts as a liaison for internal and external Academy business

The minimum annual starting salary for this role is $96,500. Those who are exceptionally qualified may receive a higher starting salary up to $173K.

MINIMUM QUALIFICATIONS

Education

  • A Bachelor’s degree in Law Enforcement, Criminal Justice, or a related field.

Experience

  • Five (5) years of teaching or instructing adult learners with experience instructing legal topics to criminal justice personnel.

Certification/Licensure

  • Must be able to obtain Virginia Department of Criminal Justice Services General Instructor certification within 12 months of hire and maintain it while in this job.

  • A valid Driver’s License maintain it while in this job.

Preferred

  • Juris Doctor degree from an accredited law school

  • Active membership and in good standing with the Virginia State Bar, the Maryland State Bar, or the D.C. Bar, preferably as a member of the Criminal Law Section.

  • Three (3) years of experience as a prosecutor or defense attorney.

  • Program management experience.

SUMMARY

In coordination with the Training Division Commander and under the supervision of the Academy Director, the purpose of the Police Training Criminal Law Manager, is to provide criminal law instruction and training to MTPD recruits/students for Virginia, Maryland and the District of Columbia, as well as manage the Police Academy criminal law instruction program. The incumbent teaches classes and instructs police officers in the Basic Schools and In-service programs. The manager prepares and maintains lesson plans; prepares and validates test questions; conducts research and prepares publications. The manager briefs Academy staff of legislative issues that directly affect law enforcement related training and acts as a liaison for internal and external Academy business.

ESSENTIAL FUNCTIONS

  • Presents and facilitates classroom instruction in areas of Virginia Criminal Law, Maryland Criminal Law, and the District of Columbia; relevant state and federal case law, court procedures, basic legal concepts and legal procedures to law enforcement officers, Special Police Officers, and civilian personnel that complies with and exceeds Virginia Department of Criminal Justice Services (DCJS), Maryland Police and Corrections Training Commission (MPCTC), and the District of Columbia Training Standards.

  • Develops, revises and reviews lesson plans in accordance with the Virginia Department of Criminal Justice Services, Maryland Police and Corrections Training Commission, and District of Columbia’ mandates and Academy directives; revises lesson plans and handouts to reflect changes in statutory and case law.

  • Reviews legislative updates: alerts informs department staff of legal and regulatory changes; and incorporates changes into lesson plans.

  • Prepares classroom instruction in accordance with approved lesson plans that meet instructional goals and objectives.

  • Coordinates the criminal law training activities of the Academy Basic School and reviews In-Service criminal law training programs that are conducted by outside contractors and legal instructors to ensure alignment with the Academy’s training standards and philosophies, and compliance with and adherence to all VA Virginia Department of Criminal Justice Services, Maryland Police and Corrections Training Commission and District of Columbia mandates.

  • Develops and revises written examination questions that adequately and fairly test the trainee/student’s mastery of lesson plan material. Conducts pre-examination and post-examination reviews.

  • Supplements classroom instruction with appropriate written handouts and audio-visual materials (in person and virtual) with emphasis on mandated areas of criminal law study; supplements classroom instruction with the direction of in-class practical exercises related to conducting arrests, searches and seizures, interrogations, and courtroom proceedings.

  • Schedules, coordinates, and participates in Mock Trial practical training exercises in roles as a judge, prosecutor, or defense attorney, wherein trainees are assessed on their ability to effectively testify in a courtroom environment.

  • Ensures that academy management, training staff and trainees/students are apprised of any pertinent changes in relevant laws and procedures impacting law enforcement training.

  • Prepares and publishes documents or pamphlets (printed or digital) that focus on various criminal law topics as it pertains to law enforcement training and current case law.

  • Provides remedial assistance to trainees/students, as determined, or directed.

  • Collaborates with the Virginia Department of Criminal Justice Services, Maryland Police and Corrections Training Commission and the District of Columbia on criminal law and other training performance objectives.

  • Assists with academy policy changes.
