Summary This position is located in the Library Collections and Services Group, Researcher and Collections Services. The position description number for this position is 456250. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, non-bargaining unit position. Responsibilities The incumbent provides leadership and oversight support to the Associate Librarian for special projects and programs. Collaborates with the Associate Librarian, leads, conducts, or participates in complex management studies and reviews, particularly those with wide or significant effect within the service unit, including policy, processes, operations, and strategic initiatives. Results of such reviews may include assessing or evaluating current and proposed programs and operations; and recommending actions to initiate, scope, modify, or discontinue projects, as they relate to the work of the service unit. Identifies, leads, and/or contributes to data collection and visualization for the individual service unit and/or LCSG including legislative and project data. Contributes to and/or leads analysis of program performance data, identify trends, and provide insights to enhance future initiatives for the Associate Librarian. Utilizes project management methodologies and tools to plan, execute, and monitor programs, ensuring milestones are achieved on time. Presents results in written and oral form, which are well-organized, supportable, and clearly expressed. Serves as an advisor to RCS regarding communication both internal and external for a variety of official purposes relating to RCS programs and activities. Collaborates with services units and leadership in the processes of performance data metrics to show progress of work, develop efficiencies and/or improvements, and to make decisions on the effectiveness that impact the workflow. Collaborates with leadership to review projects and programs to ensures that end goals are being met as intended. Provides assistance in the development of metrics for the tracking and measuring of progress. Develops comprehensive reports for leadership, tailoring the reports as needed to capture appropriate information, so that the data collected provides leadership the needed data to make executive decision on the direction and goals of RCS. Provides expert guidance in the resolution of complex problems or issues impacting the service unit. Proactively identifies and mitigates risks in concert with relevant stakeholders, troubleshooting issues to ensure success within projects, programs, and initiatives of the service unit. Identifies opportunities to maximize effectiveness in processes, particularly across Directorate and Service Units, and makes recommendations to leadership for intervention. Provides advisory and oversight services to Library & Collections Services Group (LCSG), Researcher & Collections Services (RCS). Identifies the problems by reviewing, coordinating, and providing solutions to advance and align the work within the organizational goals. Identifies and advises leadership on guidance metrics and assists service units in the process to implement data gathering to support and improve the outcome of the organization goals. Performs liaison activities between different directorates and service units, fostering clear communication and collaboration. Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various stakeholders within the individual service unit, as well as, across LCSG and the Library. Informs stakeholders of initiatives and/or changes in organizational programs and operations, conducting briefings on projects or initiatives. Drafts written communications and presentations as necessary for the Service Unit, including that as part of the strategic planning process to communicate vision, process, and strategy. Ensures that Drafts are written correctly with the writing methods and formats used to communicate to a specific audience are clear, understandable, and appropriately accomplishes the objectives desired. Works closely with cross service unit initiatives, programs, and strategic planning, including LCSG-wide directional planning, assessment, and communications staff and teams. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
