Federal Deposit Insurance Corporation Project Oversight Specialist, CG-1101-13 in Washington, District Of Columbia

Summary This position is located in the Division of Administration, Corporate Services Branch, Facilities Operations Section of the FDIC and provides support in the areas construction, alterations, and major repair projects. Responsibilities Provides project oversight, advisory and technical services on construction engineering projects, including conducting the planning of construction project(s) schedules, designs, and technical adequacy; and, ensuring adherence to policies, regulations, laws, and other federal and/or local mandates, codes, and/or other impacted authorities. Responsible for the development of cost engineering data and estimates for assigned projects and inclusion in the annual program of FDIC construction, alterations, and repairs. Develops and maintains cost information on all types of materials and other cost estimate reports, and analysis of current labor, material, and construction costs trends. Responsible for planning and coordinating of programs or projects that require innovation and originality. Programs are both long- and short-term, and require the requisition of resources and justification(s) for services, equipment, systems, etc. As each building, build-out, or repair is specific to the needs of FDIC, the incumbent will use innovative ideas to develop new methods or procedures to benefit the FDIC workforce and their unique needs. Performs Quality Assurance (QA) evaluations for both design and construction products and services to ensure technical adequacy, adherence to regulatory and technical guidance, overall quality, and timeliness and cost effectiveness. Serves as a construction resource, consultant, and advisor to other regions for all phases of construction. Participates with the CSB Deputy Director and/or FOS Assistant Director, in allocation of the Branches resources and funds necessary to support the construction mission and functions. Minimum Background Investigation (MBI) required. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS 12 grade level or above in the Federal service. Specialized experience is defined as experience developing, reading and interpreting construction drawings, technical specifications, and cost estimates; applying professional engineering principles, concepts, practices, and procedures of project development; and project management experience, including managing budget, schedule, team members and contractor oversight.
