Serco SEA 04 Support Deputy Program Manager in Washington, District Of Columbia

Position Description

We’re seeking a dynamic and experienced candidate to serve as Deputy Program Manager supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). In this role, you will help oversee Program Planning, Financial Management, Business Operations, Engineering and Technical Reviews, and Program Technical Services in support of SEA 04 and related activities.

This position is contingent upon your ability to transfer or obtain and maintain a DoD Secret level clearance post-employment. This position is contingent upon customer approval.

In this role you will:

  • Serve as the primary support for to all task managers and provide monthly program reporting deliverables.

  • Oversee preparation of reports and briefings for Senior Management in support of SEA 04 staff.

  • Assist/lead with preparing briefing material for leadership. Inform SEA 04’s Leadership of relevant news articles, reports and events, draft and coordinate draft responses to media inquiries, including web queries. Assist in coordinating media interviews with SEA 04’s leadership and assist with the preparation as necessary. Draft technically based briefing point papers, critical issues papers and strategic concept documents tailored for a general or specific audience. Provide critical research and analysis of technological, financial and political issues and trends that is likely to influence SEA 04’s programs.

  • Arrange, coordinate, and support SEA 04 Office of the Admiral/Executive Director, Chief of Staff, and Chief Financial Officer sponsored meetings.

  • Identify and track Naval/maritime/joint expositions and symposia in the United States and allied countries for possible SEA 04 participation. Support development, production and distribution of symposia materials and briefings for SEA 04’s leadership.

  • Coordinates with department heads to obtain a thorough understanding of the correspondence products and requirements.

  • Assist in developing long-term (1-3 years) goals in support of SEA 04’s strategic communications plan, charter, and management objectives. Draft regular execution plans in support of the SEA 04 communication plan. Provide briefings, presentation materials, analytical reports, concept papers, and critical issue papers for both internal and external use.

  • Support strategic communications planning and message development. Prepare metrics to measure effectiveness of communications plan initiatives. Draft communications policy guidelines, processes, and standard procedures in accordance with SEA 04 technical oversight and direction. Forecast and identify key events and public forums of potential interest to SEA 04. Attend and monitor Naval or defense-related conferences.

  • Oversee / Assist in maintaining and updating NAVSEA Instructions, following the Department of the Navy (DON) Correspondence Manual, that are under the purview of SEA 04.

  • Assist in collecting, analyzing and consolidating POM program briefs into a POM Briefing notebook and perform cross-program analysis; extract POM issues from program briefings.

  • Managing personnel as required to support short-term and long-term contract efforts.

  • Cultivating positive relationships with internal and external stakeholders.

In compliance with local laws regarding pay transparency, the salary range for this role is $131,293.17 to $227,532.46; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

Qualifications

To be successful in this role, you will have:

  • Master Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited college or university plus 8-10 years of experience, will consider a Bachelor plus 15 years. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • An ideal candidate will have experience as a U.S. Navy Engineering Duty Officer working collaboratively with major US shipyards with direct experience in nuclear and non-nuclear operation, maintenance, repair, design, test, and modernization (SHIPALT/SCD) of HM&E, Electronic, Weapons Handling, and marine diesel engine equipment on aircraft carriers and submarines requiring detailed knowledge of technical specifications and standards.

  • Supervisory experience; experience communicating with SES/Flag level personnel.

  • Extensive experience in all aspects of DoD/DoN Procedures and Policies (DoD 5000 process) and DOD acquisition processes encompassing Naval Ship new construction, modernization and Navy C4I programs.

  • A current DoD security clearance or able to obtain and maintain a Secret clearance post-employment.

  • United States (U.S.) citizenship.

  • Up to 10% of travel for CONUS/OCONUS may be required.

Knowledge, ability and skills:

  • Knowledge of best practice maritime processes and support methodologies to meet Maintenance, Repair, and Overhaul (MRO) requirements.

  • Ability to lead and manage large teams.

  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
