Senior Management Analyst

Place of Performance - Work assignments will be generated from the Department of Health and Human Services (HHS) Headquarters (H.Q.) in the Greater Washington DC area. Employees will work at the Contractor's facility or other off-site location.

The Assistant Secretary for Public Affairs (ASPA) Freedom of Information Act (FOIA) and Communications Blanket Purchase Agreement (BPA) seeks to enhance ASPA's FOIA and Public Affairs operations by reducing backlog, establishing a centralized FOIA structure, improving governance and compliance, streamlining workflow, providing training, and ensuring effective communication. The project manager will oversee these efforts, coordinating FOIA processing, press inquiries, event planning, and policy rollouts. They will also ensure compliance with FOIA laws and regulations, including FOIA requests, Executive Orders, and Department of Justice (DOJ) guidelines, while maintaining transparency and responsiveness in communications.

Duties:

  • Respond to public and official requests for review and release of classified and/or sensitive information under the FOIA, PA, O. 13526 Mandatory Declassification Review (MDR), or customer-specific standard operating procedures (SOPs);

  • Demonstrates an expert knowledge of FOIA/PA and uses independent analysis to process requests;

  • Respond to complex cases, such as those including litigation and appeals, demonstrating extensive knowledge of the FOIA/PA/MDR, all of its exemptions, and the overall administration of the FOIA/PA/MDR requirements;

  • Possesses the ability to communicate effectively (verbally and in writing);

  • The ability to conduct independent research, review and analyze complex records according to policies, regulations, and case law;

  • Conduct quality control review of analysts' work product;

  • Use a variety of information applications and databases to collect, analyze, and prepare reports;

  • May provide direct supervision to subordinate staff by directing the work activities, prioritizing and coordinating work assignments, reviewing work for accuracy, recommending improvements in workflow and procedures;

    Required Qualifications:

  • Expert knowledge of computers (hardware and software)

  • Minimum 5+ years of expert knowledge of FOIA/PA

  • Performs other related duties as required.

  • Experience with FOIA Xpress a plus

  • Must be able to obtain a Public Trust security clearance

  • Previous experience in a remote role desired

  • Must undergo a background investigation based on their position sensitivity designation, complying with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).

  • Must complete the OpDiv non-disclosure agreement.

  • Must submit a copy of each signed and witnessed non-disclosure agreement (NDA) to the Contracting Officer (CO) and/or C.O.'s Representative (COR) before commencing any work under this acquisition.
