U.S. Coast Guard Supervisory Budget Analyst, GS-0560-15 in Washington, District Of Columbia

Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Assistant Commandant for Resources & CFO, Washington, D.C. Responsibilities You will serve as the Deputy Chief of the Office of Resource Management and responsible for the day-to-day oversight and implementation of long-term goals associated with planning, administering, and directing the enterprise’s resource management functions, including budget execution/oversight and financial management programs. . Typical work assignments include: Serving as the advisor to top management officials in overall policy and planning for the resource management programs of the Agency. Reviewing and evaluating near and long-term program requirements to ensure that the intent of current year and multi-year budget execution/oversight and financial management is achieved. Supervising a staff of 70 high-level analysts, both military and civilian, through the Office’s five Divisions, each led at the GS-15/O-5 level. Providing administrative and technical supervision necessary for accomplishing the work of the unit. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered to Selective Service. Must meet time-in-grade requirement by closing date. This position requires a Top Secret clearance. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-15 grade level if you possess one year of specialized experience at the GS-14 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work. You MUST MEET 3 our of the 4 conditions below: Your resume/supporting documents MUST demonstrate that you have met the specialized experienced. Directing and coordinating the presentation of budget execution, base resource changes and financial management materials; AND Directing the development of requests for apportionment of appropriated funds, reviewing of program plans, and with management, establishing funding targets for programs and projects; AND Directing appropriate policy analysis of a variety of issues to support the budget execution and financial management of newly appropriated and previously appropriated base resources; AND Directing the development, review, justification and presentation of budget execution, base management, and financial management programs, processes and products, and presenting this complex material to agency executives. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
